An alleged serial flasher has been arrested after claims he exposed himself to a third girl during a family stroll in Mount Martha.

Police claim the girl, 10, was walking about 15m ahead of her dad and four-year-old sister when she was confronted by the alleged pervert in the Balcombe Estuary Reserve about 11.30am on Sunday.

The man was positioned behind a bend in the boardwalk where the view is partially obstructed by tea tree plants, it is alleged.

The girl’s father allegedly witnessed the exposure and frantically phoned police.

A 48-year-old Mount Martha man was located a short time later on the boardwalk.

He was arrested and charged with six offences including sexual exposure and sexual activity in the presence of a child under the age of 16.

He has been bailed to appear at Melbourne Magistrates’ Court on March 3, 2020.

Frankston Sexual Offences and Child Abuse Investigation Team detective Sergeant Rob Keleher described the alleged offending as “brazen”.

“His behaviour was disturbing and we are glad we have been able to catch him before other offending has occurred,” he said.

“It was pretty brazen. On each occasion, the childrens’ parents were only slightly ahead of them.

“There are always dog walkers around.”

Det Sgt Keleher said police had “saturated the area a fair bit”.

He praised the dad whose “quick action” on Sunday enabled police to catch the alleged perpetrator fast.

He urged witnesses to either flashing to come forward.

“Coming up to summer, we encourage the public to contact police if something happens to them.

“There are a lot of unreported incidents. If this dad waited to call (police) we may not have caught him yesterday... it could have taken longer.”
