Veteran Frankston South drug user with decades-long abuse history found with almost 1kg of cannabis

A long-term Frankston South dope smoker who relapsed badly and was caught with almost a kilogram of cannabis and evidence of drug trafficking during a police raid has walked free from court.

A drug trafficker with a 20-year history of drug abuse was found with almost a kilogram of cannabis in a raid on her Frankston South home.

And a second follow up search just a few months later uncovered more marijuana and ice, which she said was for personal use.

Lisa Hore-Lacy on June 11 faced Frankston Magistrates’ Court, where she pleaded guilty to 13 trafficking and possessing drug charges, drug-driving and bail breach offences.

The 44-year-old had already spent over a month behind bars before she was bailed last year, and since done intensive rehabilitation to treat her decades-long dependency.

The court heard police raided Hore-Lacy’s home at 7am on May 17 last year.

They found 889g of cannabis scattered about the house, books containing drug deal details and digital scales.

Police also found small quantities of ice and GHB, prescription medication in other people’s names and mobile phones and a hard drive with cannabis deal details stored on them.

A second search of her home on August 6 found prescription medications, amphetamines and 37g of cannabis and three syringes containing ice.

More dealing-related messages were found on her phone.

Hore-Lacy was arrested and remanded, but insisted the drugs were for her own personal use.

She was bailed on September 10 to a residential drug treatment program, which she successfully completed.

Hore-Lacy was previously caught driving while high on ice in Frankston in December, 2017, telling police she had “had a pipe” on the weekend before.

Her defence lawyer said Hore-Lacey acknowledged she had a “fair amount of history” when it came to drugs, but had stayed abstinent for a while before recently getting “into trouble again”.

He said she had severe pain issues from a broken pelvis, which reintroduced her to medications and then back into illicit drugs.

But he said his client was “now on top of it” and is “coming out of the tunnel”.

Magistrate Gerard Lethbridge said Hore-Lacy had a long involvement with the court, all with the same theme of drug addiction.

“It has certainly cost you dear, in all sorts of ways,” Mr Lethbridge said.

“Most particularly in relation to your children, they remain a motivating factor for you to keep trying (to stay off drugs).”

Hore-Lacy was sentenced to 35 days in jail, which she has already served, and placed on an 18-month community corrections order with drug counselling.

She was banned from driving for six months.
