Sex-addicted pervert Khalid Afzali’s lewd act in Dandenong council public lift

A perverted creep who performed a lewd act in a glass lift inside a public council building has been told by a court to get treatment for his sex addiction.
Khalid Afzali performed the act in front of an unknown female for 19 minutes in a City of Greater Dandenong Civic Centre elevator in July last year.
The Dandenong 24-year-old then went into the nearby library toilets with the woman before coming back into the same lift to continue his indecent act.
Afzali was caught by a passing security guard who saw him with his genitalia fully exposed.
He quickly pulled his pants up and he and the woman left Lonsdale St building.
When he was later interviewed Afzali made full admissions to exposing himself, saying he had wanted the woman to perform an act on him but she wouldn’t do it in the lift so they went to the toilets.
He said he knew people could see inside into the lift as he could easily see out of it.
Afzali pleaded guilty at the online Dandenong Magistrates’ Court on Friday to a charge of intentionally exposing his genitalia.
His lawyer Mahnoor Sikandar said Afzali was addicted to sex and he needed help for his “anti-social sexual habits”.
“He and the unknown female were not able to go back to his or her house,” Ms Sikandar said.
“So he found respite in a public place; that was the most private space they could find.”
She said he was “ashamed” by his actions, and no one other than herself knew of this behaviour.
“Not a day (goes by that) he hasn’t felt disgrace deeply,” she said.
“His parents don’t know about this.
“(Sex) is a taboo topic in his culture.”
She said three of the four walls of the lift were steel and only the front was glass, and it had bars restricting the view.
“It was not like in a park or somewhere out in the open, it was a bit more discreet,” she said.
Magistrate Andrew Halse said “it was a public lift in a public building, you couldn’t get any more public”.
“Someone could have walked in there with a young child,” Mr Halse said.
“It was not a momentary episode where he was caught and it ceased.
“It continued for 19 minutes, in the toilets and then back in the lift.”
He said the fact drugs or alcohol were not involved makes his rehabilitation more problematic.
“He was determined to expose himself in this way in a public building over a prolonged period of time,” he said.
“He has a problem with sex, and he has a problem with this ‘anti-social behaviour’.
“He needs treatment.”
Afzali was sent to be assessed for a community corrections order and will appear in court again on December 11.
