A Bonbeach man who sent a series of bizarre and chilling emails to a high-ranking police officer suffers from a mental condition, a court has heard.

A Bonbeach man who sent menacing messages that left a top cop fearful for his family’s safety suffers from a mental condition, a court has heard.
It comes after Damien Brown, 34, sent a series of emails to Victoria Police Assistant Commissioner Robert Hill suggesting that he killed Graeme Jensen in cold blood in 1988, sparking the horrific Walsh St killings one day later.
“I’m not guilty of any offences (and) it was not my intention to cause any fear …(but) you murdered Jensen … he was just going to the mower shop,” a message sent to Mr Hill’s Victoria Police email address from Brown in March read.
“I was simply asking you if you had any information … do you know who I am?
“(You are) guilty as charged and are hereby required to stand trial … I am Damien Brown.”
The Frankston Magistrates Court heard Brown, who pleaded guilty to using a carriage service to harass and commit indictable offence on bail, told Mr Hill that he was friends with Mr Jensen and that he “knew people” in prison.
He also sent single messages with the word “Jensen” and pictures of his car.
But the prosecution confirmed Brown was unknown to Jensen and his friends.
Brown’s lawyer said her client had experienced a “period of unwellness” at the time the emails were sent and suffered from a “stagnant” psychiatric condition.
Magistrate Timothy Gattuso said he required Forensicare evidence that detailed Brown’s current state of mind before sentencing.
Brown has spent 109 days in custody and will reappear via video link on July 28.
