A beach sex pest performed lewd acts involving pink balloons, crotchless underwear and sex toys in front of startled Mornington bathers, a court has heard.

Jeffrey Scott Allen performed a lewd act near one woman as she lay in a beach box and then used two balloons to rub his genitals while staring at her before walking into the water and continuing to perform a sex act.

The Peninsula pervert also showed another woman a dildo protruding from a pair of underpants — with the crotch slit open — and carried a sackful of sex toys and a pocket knife as he walked along the sand.

The Mornington 46-year-old construction worker pleaded guilty to directing sexual activity, weapons possession and bail breach charges at the online Frankston Magistrates’ Court on Tuesday.

The court heard at the Shire Hall Beach in Mornington around 3.30pm on February 13 this year a woman was lying on a beach box deck enjoying the sun when she noticed Allen around 4m away.

He was not wearing anything below the waist and was performed a lewd act while looking across at her.

He stopped for a while but then around five minutes later he produced two pink balloons from a bag and began to rub his genitals between them.

After that he walked into the water, while still ogling the woman, and again began to toy with himself.

Allen then walked towards another woman while carrying a large white sack, opening his towel to reveal a dildo stuck out of his crotchless underwear.

He suggested to her that they have sex in the bushes and told her he wanted to do disgusting things to her.

The women told a passer-by about Allen’s behaviour and police were called.

When officers arrived they found he had tried to hide the dildo and sack in the bushes, but they were soon discovered.

Inside the bag were sex toys, two deflated pink balloons and a knife.

He originally denied being there, but later told police he was at the scene but had only had “conversations” with the women.

His defence lawyer said Allen had significant alcohol and ice abuse problems which led to “impulsive and reckless behaviour”.

He said his client was ashamed and embarrassed about his “impaired insight and lack of judgment” actions.

He said Allen had family support and submitted the remand time of 59 days he had already served and a corrections order combination sentence was appropriate.

But magistrate Vicky Prapas indicated that would not be enough.

“I am not sure 59 days is sufficient,” Ms Prapas said.

“Aspects of this offending really trouble me.

“He was pretty well kitted out with the towel, the underwear, the dildo and the balloons for some reason.”

The case was adjourned for reports and victim impact statements to be collated, and police to consider applying for Allen to be put on the sex offenders’ register.

He was remanded in custody and will be sentenced on May 13.
