Jeffrey Allen: Beach grub’s balloon, dildo, crotchless undies sex acts
A Mornington pervert has been tormenting women along the foreshore of a popular beach with outrageous and offensive behaviour.

A beach sex pest who performed lewd acts towards women using balloons, dildos and crotchless underwear has a dirty, debauched past, a court has heard.
In a sentencing hearing at the Frankston Magistrates’ Court on Thursday it was revealed Jeffrey Scott Allen has a habit of going around with a pretend penis in his pants.
Allen performed a sex near one woman as she lay near a beach box and then, while staring at her, used two bright pink balloons to rub his genitalia.
The 46-year-old Mornington construction worker also showed another woman a dildo protruding from his underwear — with the crotch slit open — and carried a sackful of sex toys and a knife as he walked along the sand.
Just a month before the disturbing beach incident the grub was nabbed with drugs, a knife and a dildo, and what police describe as a “rape kit” of duct tape, straps and gloves.
And in 2018 the Peninsula pervert was convicted of sexual offences after being seen masturbating outside of a woman’s window.
When he was arrested he was again found with a fake phallic object in his underwear.
Allen has pleaded guilty to directing sexual activity, weapons, drug possessions and bail breach charges.
The court heard at the Shire Hall Beach in Mornington around 3.30pm on February 13 this year a woman was lying on a beach box deck enjoying the sun.
She noticed Allen, who was around 4m away, was not wearing anything below the waist and performed a lewd act while looking across at her.
He stopped for a while but then around five minutes later he produced two pink balloons from a bag and began to rub his genitalia between them.
After that he walked into the water while still ogling the woman and again began to toy with himself.
Allen then walked towards another woman while carrying a large white sack, opening his towel to reveal a dildo stuck out of his crotchless underwear.
He suggested to her that they have sex in the bushes and told her he wanted to do disgusting things to her.
The women told a passer-by about Allen’s behaviour and police were called.
When officers arrived he tried to hide the dildo and sack which had sex toys, two deflated pink balloons and a knife inside.
His defence lawyer said Allen had significant alcohol and ice abuse problems which led to “impulsive and reckless behaviour”.
He said his client was ashamed and embarrassed about his “impaired insight and lack of judgment”.
Magistrate Vicky Prapas said Allen showed a lack of insight into his “troubling” offending.
“He says it was impulsive and impromptu, yet he was in possession of two blown-up pink balloons and a dildo,” Ms Prapas said.
She told him his “inexplicable behaviour” had a serious impact on his victims.
“This is the second time in three years you committed offences that placed women in positions of humiliation and violation by virtue of your conduct,” she said.
“The community needs to be protected from you.”
Allen was sentenced to six months in jail, minus 89 days he has already served, and must do an 18-month drug, alcohol and sex program community corrections order upon release.
He was also placed on the Sex Offenders Register for eight years.
