Casey Council to close popular lookout spot due to illegal and nuisance behaviour

A carpark used by horse riders and as a popular lookout is being shut because of littering and “anti-social behaviour”.
The carpark at Phillips Reserve, which was originally established so horse owners to access the reserve with floats, will be closed in June after attempts to clean up the area failed.
The carpark, located on the shoulder of Hallam North Rd in Endeavour Hills, grew in popularity because of views to the city skyline.
It’s popularity growth as meant that the 10 space carpark is often filled with cars, both legally and illegally parked, which according to the Casey Council, has become a “traffic hazard” at certain times of the day.
Casey chief executive Glenn Patterson said signs had been placed warning people not to park on the curve of the road.
“Unfortunately, the signs have had no impact on visitor behaviour in the area and following ongoing discussions with surrounding residents who have been adversely affected by anti-social behaviour and dangerous parking in the area, we have made the decision to close the carpark,” Mr Patterson said.
“Council and Victoria Police will continue to monitor the area to ensure illegal parking does not occur.”
The carpark will remain open to walkers for access to reserve while the council reviews other parking locations to support recreational and equestrian access to the area.
