Pentridge Prison apartment builders fined over environmental audit

Three companies and a director have been fined after starting to build an eight-storey apartment building on potentially contaminated soil at the site of a former prison.

The companies building a 148-apartment, eight-storey building on the site of the former Pentridge Prison have been fined $36,000 for starting work on potentially contaminated land.

Broadmeadows Magistrates Court fined the developer, landowner and builder a total of $36,000 for not completing an environmental audit on land at 11 Urquhart St, Coburg before beginning construction.

Builder Verve Construction, landowner CQ 39, developer Future Estate Group and its director Ben Anderson were found to be in breach of a Moreland Council planning permit when they didn’t complete the audit before breaking ground in January.

All parties pleaded guilty to the charge, and an audit was completed in February.

Verve Constructions was fined $16,000 by the court on June 19.

The next month, on July 23, Mr Anderson was fined $10,000 while Future Estate and CQ 39 were ordered to pay $5000 each.

One Coburg Quarter, the building planned for the site, will include 148 one and two-bedroom apartments.

Its website describes it as a building of “great significance”, boasting of garden terraces and a view of the city.

Construction is due to be completed by 2020.

Moreland Mayor Natalie Abboud said the conviction showed the council was watching development closely.

“Council takes a zero-tolerance approach to breaches on development sites that are potentially contaminated,” she said.

“The development industry is on notice that if you breach contamination requirements, expect to find yourself in court.”

The Leader contacted Verve Construction and Future Estate Group but did not receive a response.
