Joe Carbone takes on Whittlesea Council acting CEO role

Whittlesea has turned to a former Manningham chief executive to guide its embattled council. The role will include overseeing a State Government monitor’s report into councillor conduct, expected next month.

Former Manningham chief executive Joe Carbone will take the helm at scandal-plagued Whittlesea Council for the next 12 months.

He will be the council’s sixth boss in five years — since 2016 the council has appointed three chief executives and had three acting in the job.

Mr Carbone will be appointed as an acting chief executive, starting on March 2.

The appointment comes as the council’s every move continues to be watched by a State Government monitor.

The appointment comes just days after claims former councillor Ricky Kirkham resigned only hours before he was set to face a panel over claims of “serious misconduct”.

In a statement, Mr Carbone said he looked forward to the challenge.

“For the past 36 years my work has been dominated by eras of industry reform, requiring a constancy of future thinking while building capability in teams to deal with ambiguity and embrace change,” he said.

“I look forward to bringing my experience to the City of Whittlesea where I will focus on empowering the organisation to chase innovation and continuous improvement.”

Mayor Emilia Sterjova said Mr Carbone would be a “huge asset” to the council.

“I am confident that he will be a great leader for our organisation, and our community,” she said.

“This appointment is for up to 12 months, which will allow council the necessary time to initiate a thorough recruitment process to hire a long-term CEO.”

Current acting chief executive Kelvin Spiller will depart on March 2.
