Moonee Ponds residents reported 13 cases of dumped rubbish a week, according to the latest data from the Snap, Send, Solve app.
People in the suburb reported a total of 697 incidents between January and December 2019, according to the data.
The reports were made through the app, which allows people to directly send a photo of an issue to the responsible council or authority.
Moonee Ponds users also made the most abandoned supermarket trolley and graffiti complaints across Moonee Valley.
Users reported 336 abandoned trolleys and 41 counts of graffiti in the suburb alone.
Ascot Vale users were also active, with 55 reports for damaged pavement, 96 reports for parking and cars, 83 reports for rubbish and bins and a whopping 158 reports for trees and vegetation.
When it came to water related complaints, Essendon took out the number one spot with 31.
Overall in Moonee Valley, 2637 complaints were made to the council.
Most related to rubbish and bins, with 564 reports.
Snap Send Solve managing director Jarrod Pepper said the app was “unique” as it quickly solved ratepayers’ issues in three clicks.
“Our app is able to deliver quick resolutions for residents and we’re finding the response from councils to be overwhelmingly positive,” Mr Pepper said.
“The app sends through a photo of the problem, the exact location as well as contact information and notes.”
He said the most popular incident types in Victoria included illegal parking and dumped rubbish.
“We’ve noticed dumped rubbish has a seasonal spike in warmer months,” he said.
“Overgrown vegetation and trees is right up there too and the other really big one is roads.”

Mr Pepper said the most common way for people to report issues in Victoria was by calling a council or authority.
“In Victoria an average of 60 per cent of incidents are reported over the telephone but residents are unable to share a photo or location of the issue.”
Mr Pepper said the app had more than 500,000 downloads on Android and iOS phones.
“We received more than 317,000 reports for 2019 in Australia, which is up by more than 100,000 in a 12-month period.
“Ultimately, the councils that are actively promoting our app are having higher reporting numbers.”
Moonee Valley Chief Executive Officer Bryan Lancaster said the council used the Snap, Send, Solve app as one of the many methods for accepting requests for service from the community.
