FRANKSTON line commuters will have a “tough time” accessing Melbourne’s CBD under Transport Victoria’s long-term rail plan for Victoria.
Leaked documents containing maps of the plan reveal an extended Frankston line would not include stops at Flinders Street or Southern Cross stations.

The plan was developed by the Andrews government’s lead transport planning authority Transport Victoria, and completed in August.
Six stages of development include an extension of the Frankston line to Craigieburn and a City Loop reconfiguration.
The new City Loop would see the Frankston line run via Parliament, Melbourne Central, Flagstaff and West Melbourne to Craigieburn.
Liberal public transport spokesman David Davis said the plan would “make life very tough indeed” for Frankston line commuters trying to access the southern or western side of the city.
Mr Davis accused the government of “hypocrisy” for removing the two major stops from the Frankston line after criticising the former Liberal government for a similar proposal.
In 2014 then-Premier Denis Napthine proposed an $11 billion underground rail link from South Yarra to the CBD and train line to the airport.
Under that plan trains from Frankston would have diverted from their current route to South Yarra to two new stations at the Domain interchange and Fisherman’s Bend before heading to Southern Cross Station.
A government spokesperson said Transport for Victoria conducts a range of modelling.
“This is an internal working document and not government policy”, she said
“Government policy includes removing 50 level crossings, the Suburban Rail Loop, the Airport Rail Link and the Western Rail Plan – projects that will get Victorians where they need to go.”
