BOX Hill will soon be home to Melbourne’s tallest high-rise suburban building, with a 36- and 26-storey dual tower development winning approval.
Whitehorse Council is expected to issue a planning permit for the 115m Whitehorse Towers within days, after mediation with developer Asian Pacific Group at the Victorian Civil and Administrative Tribunal (VCAT).

The council had already voiced its support for the project, which is now valued at $330 million, ahead of the VCAT hearing, but council general manager of city development Jeff Green said the developer took the matter to the tribunal because it was concerned about possible time delays and a potential objector appeal.

Asian Pacific Group’s decision to take it to VCAT means objectors to the towers, of which there were only five, now have no avenue to appeal the approval, with VCAT’s decision being final.
“The matter was settled at mediation with the consent of all parties to a planning permit being issued,” Mr Green said.
“Final orders (from VCAT) have not been made, but it is anticipated these will be issued shortly.”
The council will issue the planning permit once it receives the tribunal’s final orders.
Whitehorse Towers, which is proposed for 850 Whitehorse Rd and near the corner of Elgar Rd, includes 502 apartments, a 100-room hotel, restaurants, a gym, offices and other commercial uses.
With its tallest tower at 115.02m, it will be the tallest building in suburban Melbourne, surpassing the 114m, 34-storey Sovereign Square development to be built on Station St, Box Hill.
The towers will provide 531 car parking spaces, which is well below the 710 required under the council’s planning scheme.
