A $14m Cowes housing development previously labelled a “glorified trailer park” has been approved by Bass Coast Council.

The development of the gated community, previously rejected by the council, will now go ahead after councillors approved the amended plans last Wednesday.

After originally knocking back the plans some councillors went and visited a similar development and changed their minds.

Applicant Lifestyle Developments will build the development in the heart of Cowes at 299-325 Church St and 9 Spithead St – along Justice Rd, Settlement Rd, and Church St.

The development originally proposed 277 dwellings, but in the amended proposal it has been cut back to 256.

When the council originally voted on the plans, Cr Ron Bauer said he could not support the proposal as it would have given a “Melbourne suburban look” to the community.

Cr Rochelle Halstead called the development a “glorified trailer park” and said while it was recommended for over 55s it was not a requirement, which could result in families ending up in a place not suitable for them.

However, councillors Bauer and Halstead visited a similar development in North Clyde and had their minds changed.

“During the visit we were taken on a guided tour,” Cr Bauer said.

“I spoke to a few people who happened to be walking along. What really impressed me was that they were very happy with the management of the programs and the staff of the village.”

“I believe a maximum of 256 dwellings is a fair compromise.”

Cr Halstead said she was now “satisfied” her original concerns had been addressed.

“The village was safe, well designed and well maintained,” she said.

“We need to provide diversity in housing and I thank the applicant for working with council.”

The residential village will include a clubhouse, with amenities for those living in the village.

A residential village is described by council as “an alternative form of permanent accommodation where residents own the dwelling but lease the land which the dwelling is sited”.

The council received 15 objections to the proposal, with concerns about overdevelopment and loss of open space.
