Police swarmed on a hotel in Ballarat East on Thursday morning after a man stumbled into a nearby petrol station with a bullet wound.
A white hatchback was found in a pond at the Mercure Hotel and is believed to be linked to the shooting.
The hotel was being used as a walk-in vaccination clinic, and more than 600 appointments scheduled for Thursday have been cancelled.
In the early hours of Thursday morning, a man walked into the nearby APCO petrol station with a gunshot wound.
Detectives from the Armed Crime squad are investigating, but as of Thursday morning did not know where the man had been shot before he made his way to the petrol station.
