A breakaway review of NAPLAN could call for the controversial test to be scrapped all together and replaced, Education Minister James Merlino has revealed.
The terms of reference for a review of NAPLAN have been released, as Victoria unites with Queensland and New South Wales to investigate the national test in defiance of the federal government.
The review will determine the impact of NAPLAN on students, schools and their communities, whether it aligns with the curriculum, is accurate, appropriate, or even effective in tracking student progress over time.
It will also look at the purpose of standardised testing and determine short and long term goals for improvement, including increasing student participation.
“The review may lead to significant change or it may recommend scrapping NAPLAN all together and replacing it with something new — but we will always need some form of standardised testing,” Mr Merlino said.

“NAPLAN has been in place for more than a decade — it is common sense to review it and see what changes we should make to ensure it is meeting the needs of schools, parents and students.”
The review, with a price tag of $1 million, will be led by a panel of education experts, including Emeritus Professor Barry McGaw, Professor Claire Wyatt-Smith and Emeritus Professor William Louden.
Interim findings will be presented to the Education Council in December, where immediate recommendations will be made to improve testing.
A strategic blueprint for standardised testing will later be handed to the council in June, 2020.
