DEVELOPERS are rushing to get their high-density towers approved by city leaders before contentious proposed changes are made to the City Plan.
A Bulletin investigation has found nearly 120 tower projects are either under construction, approved, on the market or before city leaders awaiting a green light.
Of these, about half were filed with the council this financial year.
Surfers Paradise (18 projects), Palm Beach (15), Broadbeach (14), Burleigh (13), Chevron Island (12) and Main Beach (seven) are the busiest suburbs for development.
Despite a cooling real estate market and dramatically increasing material costs, applications to build tower projects continue to flood into the council weekly.
CBRE Gold Coast residential project director Nicholas Clydsdale said a strong desire from developers to secure sites remained.
“The sugar hit of the recent development applications is in part driven around potential changes to the town plan, so people rushing to get a DA in to lock in values to the site,” he said.
“However, we are still seeing interstate developers coming to the Gold Coast and wanting to buy. They still think the market has legs while on the southern Gold Coast, inquiries continue to defy gravity, but there are still fundamentals which stack up.
“The investors will come back to the Coast and the next step in the market will be servicing this, because people still want to buy rental properties and because the fundamentals here are very strong compared to capital city markets.”
Last year was a high water mark for Gold Coast property, with nearly 2500 units sold.
This was well-above the previous average of about 1100 sales annually, and the previous record of 1600 transactions in 2015.
The slowest year in the past decade was 2017, when 800 units changed hands.
The future of the City Plan, which effectively controls all development across the city, remains in limbo, with the state government and Gold Coast City Council at loggerheads over new measures.
Among the proposed changes is the lowering of height limits across a range of suburbs, including Chevron Island, while there is a dispute over density around the light rail route south of Broadbeach.
Tower development along the Gold Coast Highway has increased on the back of plans to extend the light rail from Broadbeach to Burleigh. Many more are expected in the next decade, although high-rises in Nobby Beach have been ruled out.
Experienced real estate agent Mark Witheriff expected high-density development to continue around the light rail and future routes in anticipation of construction. He believed it was the only solution to satisfy the city’s population squeeze and road congestion.
“It is there, the planning is happening and we have a population which is growing and we need less cars on the road,” he said.
“If we are to continue our growth and still give the same lifestyle, we need buildings around the light rail and we need the rail to go to more locations.”
The Gold Coast’s population increased 3 per cent in 2021 – the largest rise in Australia – to more than 750,000.
However, construction is not keeping pace with the growth, with occupancy rates at a record low of 0.4 per cent.
Material shortages, cost increases and a lack of available builders have all contributed to delays in tower projects.
While the number of units that changed hands fell 50 per cent in the first three months of 2022 when compared to the record highs of 2021, the market remains tight.
A report published this month by property consulting firm Urbis revealed there was just 3.3 months of supply remaining if new apartment projects did not come on the market. This is up from 2.3 months of supply earlier this year.
The report reveals 377 units sold in the first three months of 2022, down from 742 during the same period in 2021.
The figures were well short of the 450 units which sold during the March to June quarter of 2021.
