Ulladulla: The Fleming Group’s affordable housing plan revealed

A developer’s plan to bring housing affordability to the south coast is growing, with a new multi-level apartment with over 80 units pinned for Ulladulla.

Plans for an enormous mixed-use apartment and shop-top complex in Ulladulla have been drastically altered three years after the plans were lodged, as part of a developer’s plan to bring affordable housing to the coast.

The apartment complex proposed for 116 – 118 St Vincent St, Ulladulla, will no longer feature retail if approved. Instead, the developers are opting to use the space for more housing.

The plans, called The Wakefield Ulladulla, originally featured 24 units and retail spaces however have been changed to 84 residential apartments.

Proposed by developers The Fleming Group and designed by Cox Architecture, the building would bring affordable housing to the coastal town of 17,000.

The Fleming Group architect, Alexandra Arnold, said the coast needed affordability.

'The Wakefield Ulladulla' will contain 84 apartments.

“Housing is a critical community need and we are committed to delivering housing in the right location,” she said.

“The town centre is the right location for higher density housing and the apartment typology provides affordability.”

Cox Architecture spokesman Ronan Moss said the design maximised the use of natural coastal breezes, which improved indoor comfort while enhancing energy efficiency.

“Coastal areas often face high humidity and fluctuating temperatures, which can make living spaces feel uncomfortable without proper airflow,” he said.

“Cross-ventilation improves air quality while helping to prevent mould and mildew, common in damp coastal climates.”

When the Fleming Group acquired the St Vincent St site, they raised concerns about the previously approved mixed-use shop-top and residential DA, which they believed was lacking sufficient housing options for the local community.

The Ulladulla Precinct is set to bring dozens of affordable units to the coastal town of 17,000.

In line with the region’s housing crisis and workforce shortage, the developers took the opportunity to submit a more community-focused plan, increasing the apartments by more than 50 units.

The plan is not The Fleming Group’s first stint at bringing residential apartments, prioritising affordability, to the coastal town, with plans previously submitted for a $120m, 250 unit Ulladulla Precinct at 131 St Vincent St.

Of the 250 units, 60 are set to be affordable.

About 50 of the affordable homes would be rented long-term via a community housing provider, while the other 10 would be sold to the market at an affordable price for key workers and other vulnerable community members.

Shoalhaven Council will discuss the redesigned Wakefield Ulladulla plans at a later date.
