One of the state’s highest ranking police officers allegedly rained punches on a prankster and left a teen bleeding with a dislocated shoulder after a “knock and run” incident at the commander’s Sydney address.

Kings Cross Police Area Command boss Jonathan Beard, 55, has been suspended since the bizarre September incident, which resulted in him being charged with three counts of assault causing actual bodily harm.

The Daily Telegraph can now reveal details of the claims against Supt Beard, after one of the young men he allegedly assaulted pleaded guilty to trespassing at his home.

Supt Beard will defend the charges.

Rory Fendall, 22, was sentenced to a six-month conditional release order at Newtown Local Court on November 28 over his role in the fracas.

Two other men had charges withdrawn by police before their matters ever made it to court.

Police documents tendered at Fendall’s sentencing reveal he was drinking at a pub before he started playing “knock and run”.

“One of the males loudly banged on the front security door of the address,” police facts state.

“(Supt Beard), who was inside, feared for his safety and that of his family and asked his son to call police.”

Fendall fled, and CCTV allegedly showed Supt Beard pushing Fendall and a male teen in the chest.

“(Supt Beard) has called out to the accused and (the teen), starting “what were you doing in my front yard’,” police facts state.

“(Fendall) said ‘f–k off, it wasn’t us’ and (Supt Beard) said ‘I’m a police officer, the police have been called, they’re on their way’.”

CCTV shows the teen with his hands up and palms outwards towards Supt Beard, who then allegedly grabbed Fendall and instructed him and the teen to “get on the ground”.

Police facts allege Supt Beard made a closed fist and “cocked back to his elbow” while taking small steps towards the teen.

“While simultaneously restraining (Fendall), (Supt Beard) grabbed hold of the teen with his right hand … and held him by the collar of his shirt,” police facts allege.

“The teen used his right hand to strike (Supt Beard) in the left side of his jaw, causing immediate pain.

“In response, (Supt Beard) let go of (Fendall) and began punching the teen with a closed fist, striking him in the head and face numerous times (while) the teen was bent over at the waist and raising his arms up to protect his head.”

Police allege Supt Beard then pinned the teen down, while his son Oscar – who has also been charged with assault – allegedly held Fendall.

“As a result, the teen sustained injuries in the form of a laceration to the left side of his neck, red marks to the side of his face, and a dislocated shoulder,” police facts allege.

“During this exchange, (Supt Beard) told (Fendall) and the teen they were both under arrest.”

Bystanders were then said to have expressed concern for the teen as he lay bleeding on the ground and questioned whether Supt Beard could “prove” he was a police officer.

“(Fendall) stated ‘you’re not police, you’re an old man, who do you f–king think you are, what are you, like, 50?’,” police facts state.

Fendall told police he had been drinking before he began doing “knock and runs”.

“After the last house, he was (allegedly) chased by (Supt Beard), who then (allegedly) punched and hit him multiple times in the head while forcing him to the ground, with help from his son,” police facts allege.

Supt Beard has pleaded not guilty to all three charges, while his son Oscar will face court for the first time on January 16.
