Convicted wife killer Thomas Andrew Keir masturbating naked in Kingsford housing complex

Once dubbed Sydney’s most evil husband, convicted killer Thomas Keir has horrified neighbours by walking naked through his housing complex and peering through windows.

Former neighbours of a man who is now free after killing his wife have spoken of their horror and disgust as he regularly walked naked through their housing complex and peered through windows.

One woman opened her door to find Thomas Andrew Keir, 64, naked on the doorstep, The Daily Telegraph has been told.

The Supreme Court last week refused an application by the State of NSW to impose a fresh extended supervision order on Keir to control his behaviour. The court found that evidence including that he had masturbated naked at his front door did not mean he was dangerous.

Neighbours of the low cost private accommodation where Keir lived in Kingsford after his release from jail in late 2019 said his behaviour was “horrifying”.

“He kept asking people if they could get him a girlfriend,” one of the neighbours, who asked not to be identified, said.

“He knocked on the door of one lady and when she opened it, she saw he was naked.

“We knew what he had done. The putrid excuse for a human being only moved when we ganged up on him.”

Keir, once dubbed Sydney’s most evil husband, was convicted of killing his first wife Jean Keir, who disappeared in February 1988.

He was acquitted of murdering his second wife Rosalina Keir who had been strangled with the cord of a lamp in a bedroom in their Tregear home where her body was found partially burnt in 1991.

Suspicious police found seven bones identified through DNA as those of his first wife buried in the backyard.

Keir was jailed for 22 years with a 16-year non-parole period. After his release in October 2019 he was placed on a series of supervision orders including an ESO, the toughest the state can impose.

The Supreme Court that refused the latest application for a second ESO was not told that Keir had strolled around the housing complex naked. However the court was told that as well as exposing himself at the front door of his house, he had visited a nudist beach and watched online naked yoga and upskirt videos.

Police have confirmed they investigated the reports from neighbours in 2020 and it is understood they were also given the CCTV footage of him naked in public but no charges were laid because no-one was prepared to make a statement.

Jean Keir’s body was found in buried in the backyard of their Tregear home in April 1991.

Victims’ advocate Howard Brown said that Keir should have been charged with offensive behaviour so the courts could have taken that into account when deciding on keeping him supervised.

“Clearly the man has substantial issues,” Mr Brown said.

He said that technically Keir had not breached the supervision orders by walking around naked because the orders are targeted at specific offending against women. He called for all supervision orders to include catch-all terms to cover all behaviour “to maintain confidence in the administration of justice”.

A police spokesperson said: "Officers from Eastern Beaches Police Area Command conducted extensive inquiries into the reports and, after exhausting all avenues of inquiry and due to insufficient evidence, no further action was taken.”

Keir is working as an upholsterer and has the support of family, the court has been told.
