HE’S paranoid, unpredictable and police fear what he will do to anyone who gets in his way. But most of all he craves the scalp of an Ibrahim.

That’s why, although you’ve probably never heard of Bilal Haouchar, police not only consider him to be one of the most dangerous men in the country but have pursued every avenue to keep him locked up.

All to no avail.

Although Haouchar has been linked by police to at least three shootings or murders, he is back on the streets after the latest murder charge against him crumbled and he was released from prison on a good behaviour bond in June.

Now Haouchar is free, police fear he will waste no time dealing with his enemies and top of that long list seems to be Kings Cross identity John Ibrahim and his family.

“He wants to shoot an Ibrahim,” a source said this week.

After Haouchar’s release, police visited Ibrahim’s eastern suburbs mansion at Dover Heights several times to warn him of the threats, sources said.

In the past fortnight, officers from Operation Talon have raided 13 properties, including Haouchar’s home in Merrylands, targeting him and his associates with firearm prohibition orders.

On Tuesday, Ibrahim’s home was also raided and he was served with a firearms prohibition order.

Ibrahim indicated he will fight the order, which gives police the power to search him or his vehicle at any time for guns, ammunition and gun parts, all the way to the High Court if necessary.

Fears for the Ibrahims’ safety are reinforced by the fact that Haouchar was secretly recorded plotting to have Ibrahim’s brothers Michael and Sam, former boss of the Nomads bikie gang, shot by another of Sydney’s most dangerous criminals while he was behind bars in 2013.

Talking tough, he claimed, “Mick is the one I want” but later admitted, “Sam would be easier.”

In recordings tendered to the Downing Centre District Court, Haouchar said: “(Michael Ibrahim) is the main one. Mick is the one I want to f … ing …”

But the other man, whose identity is suppressed, was alarmed that he might be revealed to be behind the shooting.

“I’m going to be f … d because that f … ing c … knows where I live,” the man said.

“His brother knows where I live. Mick’s brother knows where I live.”

In reply, Haouchar suggests delaying the shooting until he gets out of jail and can take control: “You can wait for me, bro.

“Sam would be easier. We know where he lives.”

Haouchar’s home, which is monitored around the clock by CCTV cameras, is only a kilometre from that of the Ibrahims’ mother Wahiba in Merrylands.

It is believed the conflict between the families began after Haouchar’s brother Osman lost an eye in a drive-by shooting in 2008.

Sources said the Haouchars blamed Michael Ibrahim for the shooting, although no one has ever been charged.

In January, 2015 Michael was shot in the shoulder in Macquarie St, in the CBD.

Again, no police charges have been laid.

But it is not only the Ibrahims that Haouchar is willing to go to war with.

According to police sources, the other names on his list of enemies reads like a who’s who of the Sydney underworld, including the family of feared crime lord Bassam Hamzy.

“Haouchar is very paranoid since coming out of jail,” a source said.

“He knows the Hamzys and others are after him and he is trying to get on the front foot.”

On the other side of the ledger, Haouchar is closely associated with Comanchero bikie boss Mark Buddle.

The clan is also linked to the family of Talal Alameddine, the man convicted of supplying the gun used to shoot police worker Curtis Chang outside Parramatta police headquarters
in October, 2015.

Other members of the Haouchar family and their associates are significant players in Sydney’s crime underbelly, according to police sources.

They have a shoot-first reputation and will do things that others won’t.

“They are madmen,” one source said.

One associate, whose name is suppressed, is currently serving more than 10 years in jail for armed robbery.

But what makes Bilal particularly frightening is his unpredictability.

“He was always viewed as a loose cannon who was capable of anything, rather than someone who was at the top of a criminal hierarchy,” the source said.

“He is unpredictable and has a reputation based on fear.”

Born in Sydney in July 1986, Haouchar is one of seven children.

He is educated to Year 10 standard and started to “act out” early in high school, according to a psychological report tendered in the NSW Supreme Court when he pleaded guilty to accessory to murder.

During an interview with the psychologist, Haouchar alluded to leaving home to avoid domestic violence and told the doctor he was introduced to drugs and alcohol before his life took a dark turn.

His father died in 2017 and the court heard his mother suffers from several health issues.

Despite numerous brushes with the law, Haouchar’s most significant conviction came in June when he was sentenced for his role in the murder of drug dealer Ali Eid and shooting of Mohammed Hannouf at a building site in Punchbowl in November 2012.

Haouchar had been charged with murder but pleaded guilty to the lesser charge of accessory after the fact and shooting with intent to murder after it could only be proved he had disposed of the clothes worn by the killers.

The Haouchars are also linked to the family of Talal Alameddine, the man convicted of supplying the gun used to shoot police worker Curtis Chang.

Haouchar spent three years and five months on remand before the case ended. He was also charged over a 2012 drive-by shooting in which two children were almost caught in the crossfire but three charges were later withdrawn.

In June 2013, he was charged with being an accessory after the fact to an attempted murder but was later acquitted.

Despite his criminal lifestyle, Haouchar has shown signs of regret about the path he has taken in life.

He told the psychologist he was “fed up”, adding, “I’m 31 and I haven’t achieved anything in my life”.

In secret jail recordings, he told his criminal associates he was jealous of others in the Sydney underworld who became rich.

“I live the fast life, bro,” Haouchar said.

“You know why all these c … s are millionaires? It’s ’cause they make the break for f … ing 15 years, don’t come to jail once. Youse would all be millionaires if you don’t come to jail.

“The only thing that stops us is we come to jail because we’re violent.”
