Daniel Dowdy smiles while pleading guilty to exposing himself to children
The serial public flasher said “nothing will stop” him from breaching child protection orders.

A man who exposed himself to three kids in a public shopping centre has pleaded guilty to three counts of intentionally carrying out a sexual act with children.
Daniel Dowdy, also known as River Jordan, was already on the child protection register for life, forbidden from loitering in shopping centres, speaking to kids in any platform online or in person, and loitering at any place where children hang out, when he committed the crimes.
He had already served multiple terms of imprisonment for other class 1 and 2 sexual offences against children, and was on parole when he entered Ashfield Mall on February 20.
Dowdy saw three children enter the toilets at 5.51pm unattended by their mother, who was paying for groceries nearby. She sent her younger kids to be attended by her eldest. When they were leaving the bathroom, Dowdy committed the offences.
As they crossed paths, he turned to face the kids, pulled his penis out of his pants and waved it towards them.
The kids ran away shocked to their mum, and Dowdy fled out the fire escape door nearby.
Dowdy was all smiles in court as he pleaded guilty to the three sexual crimes against children, two under the age of 10, and one under the age of 16, and breaching his Child Protection Prohibition Order.
“I think it’s a pretty cut and dry case,” Dowdy said.
Dowdy has been charged with 30 other offences in the past, spanning a 13-year period across both NSW and Victoria.
From that 30, 20 are in NSW, and the majority of those charges were for breaching the conditions of his Child Protection Order.
The last time he was on parole in October, it only took him 13 days to reoffend and be taken back to prison. At the time he was under electronic monitoring.
After being released again on January 27, he wasn’t subject to electronic monitoring.
And he exposed himself to the three kids in under a month.
Police said there was no reason for him to be at the Ashfield Mall, and Dowdy had admitted to them he goes to centres just to expose himself for sexual satisfaction.
He didn’t visit any stores, or look to purchase anything while he was there on the day.
“I fully understand the conditions of my Child Protection Order, however there is nothing that will stop me from breaching the CPPO,” Dowdy said.
“When you are in the business of exhibitionism, the main aim is to get a reaction.”
Dowdy will return to court on May 13 for sentencing.
