Two boarding houses worth almost $2 million combined could pop up just two kilometres apart in Sydney’s south as developers continue to take advantage of affordable housing loopholes permitting higher density.

Two boarding houses worth almost $2 million combined could pop up just two kilometres apart in Sydney’s south as developers continue to take advantage of affordable housing loopholes permitting higher density.

The $1.3m proposal for a two-storey boarding house at 91 Frederick St, Rockdale includes 10 rooms to accommodate 20 lodgers, in addition to a manager and a guest in the manager’s room.

The proposed site is 650m from Rockdale train station but only includes six on-site car spaces between 20 lodgers and one for the manager.

However, the applicant said the proposed boarding house was “capable of existing together in harmony” with surrounding one- and two-storey residential development.

“The proposed works are considered to be suitable for the site, as they will provide for increased residential accommodation in keeping with the low density zone and in an accessible area,” the applicant wrote.

“It is also considered that the proposed development will greatly benefit the local community by providing for low cost housing accommodation in an area well serviced by amenities and public transport facilities.”

A $490,000 proposal for 2 Fripp St, Arncliffe 2km away also suggests a two-storey boarding house with 16 rooms, a common room, a manager’s room and on-site parking for eight cars, four motorcycles and six bicycles.

“An Operational Plan of Management which aims to demonstrate the operation of the boarding house will be in a manner which ensures the safety of residents and provides a comfortable and harmonious environment for residents,” the applicant wrote.

“(It) has procedures in place to mitigate potential impacts to neighbouring residents, ensuring the premises is appropriately managed and maintained.”

The State Environmental Planning Policy (Affordable Rental Housing) 2009 provides “incentives” or “bonuses” such as higher density to facilitate the “effective delivery of new affordable rental housing”.
