A registered child sex offender has been charged after he began working as an emergency medic upon his release from prison allegedly in contravention of the Child Protection Act.

After a months-long investigation into Blake Michael Ross and his employment at EMS Event Medical, the St George Shire Standard can exclusively reveal he has been charged with seven counts of failing to comply with his reporting obligations as a registered child sex offender.

Ross, 26, spent the night in custody before appearing at Parramatta Bail Court on Saturday, where he was granted strict conditional bail by Magistrate Karen Robinson.

The Kirrawee man must not work in the emergency medical field, in a paid or volunteer capacity as a medic at any festival or sporting event, must remove signage from his Hyundai i30 and cannot possess any smartphone as part of his bail conditions.

He must also continue to abide by his reporting obligations as a registered child sex offender.

The St George Shire Standard exclusively revealed Ross became a registered child sex offender in 2017 after he was found guilty in the NSW District Court of having sexual relationships with girls as young as 14.

Ross was jailed for six months in September 2017 and placed on the child sex offenders’ registry for 15 years after he was found guilty of having sex with two girls aged 14 and 15 at different locations across Sydney.

Ross had sexual intercourse with a 15-year-old girl in Helensburgh in mid-2015 twice and committed an indecent act against her.

In the months immediately afterwards Ross committed two indecent acts against a 14-year-old girl at locations in Tempe and Kirrawee.

The details of two further sexual encounters with a girl aged 15, for which Ross was ultimately jailed, remain shrouded in mystery after the NSW District Court registry denied access to documents detailing Ross’ most sordid misdeeds.

Police prosecutors told the court the alleged case against Ross is strong, with failures to comply with his reporting obligations dating back to 2014.

In court documents police allege Ross failed to comply with his reporting obligations as a registered child sex offender on seven occasions in Kirrawee, Caringbah and Smeaton Grange between 2014 up until the day he was arrested.

Most allegations relate to his employment with two different first aid companies, one of which is EMS.

The alleged failures to comply with his obligations dating back to 2014 – before he was charged, convicted or jailed – pertain to Ross allegedly failing to inform police about his social media account with a Twitter social news aggregator.

EMS CEO Mike Hammond said he was unaware of Ross’ criminal history and had terminated his employment as an operations manager upon discovering he was a registered child sex offender.

“Had we known, we would never have engaged Mr Ross as an EMS team member,” Mr Hammond stated.

Through his solicitor Ross has repeatedly insisted to the St George Shire Standard he had made Mr Hammond aware of his criminal history prior to his employment with EMS.

Ross next faces Sutherland Local Court on July 9.
