Roker St, Cronulla: 17 units in five-storey building planned

Neighbouring residents of a proposed apartment block in Cronulla have raised concerns their water views will be lost if a development application is approved.
Roker St Developer has submitted plans for the construction of a five-storey residential apartment building of 17 units with two levels of basement parking located off the south-eastern side of the Roker St and Ewos Parade intersection, at an estimated cost of $11m.
The proposal has been referred to the Sutherland Shire Planning Panel for determination next week, with a council report recommending the development be approved.
Nearby residents raised 10 submissions opposing various aspects of the proposal, with the main concerns being loss of water views, the proposal being higher than the existing building on the site, and setback on Roker Street and Ewos Parade.
The council report deemed the impact of the new building obstructing water views was “reasonable”.
“The proposal will have some view loss impacts on surrounding properties, particularly to lower levels of existing residential flat buildings,” the report said.
“This has been considered in the assessment of the application and the impact is considered negligible to minor.”
When assessing the building height concerns from neighbours and council staff, the developer amended the original proposal by deleting rooftop terraces.
“The overall height of the amended proposal is consistent with the 16m height standard, with the exception of the lift overrun only,” the report said.
“The building height variation is considered minor, and reasonable and acceptable in this instance.”
The development will include 12 two-bed, four three-bed and one one-bed units, with 31 parking spaces.
A common open space with gardens, seating, and barbecue facilities will also be provided, as will a lift to all levels of the development.
The proposal will require the removal of an existing four-storey apartment building and 14 trees on the site.
The council report noted the adjacent area to the site was undergoing renewal to more high-density residential buildings, and the zone allowed for a building height of 16 metres.
The older three and four storey walk up residential flat buildings within the immediate locality were progressively being redeveloped for larger more generously proportioned apartment buildings, the council report said, adding there were several other five-storey buildings recently completed in the nearby area.
The developer first lodged plans with the council in July 2021 and provided more information and reviewed the design, height, privacy and more after discussions with council staff.
Revised plans had altered setbacks and changed internal layouts, window positions and balcony arrangements to address the council’s concerns.
The planning panel will discuss the proposal and make a determination on Tuesday.
