Kip Perrin convicted of public masturbation at Rockdale bus stop

A tradesman has expressed an “extremely high level of embarrassment” after he turned himself into police upon being captured on CCTV masturbating at a bus stop in Sydney’s south.

A father-of-two has expressed an “extremely high level of embarrassment” after he can’t remember masturbating at a Rockdale bus stop after he blacked out.

Kip Murray Perrin, 49, pleaded guilty to exposing himself in a public place and was sentenced in Sutherland Local Court on Tuesday.

Agreed facts state Perrin is married, has two children and is a tradesman working as a storeman on the M6 tunnel.

The documents reveal Perrin was walking to a Geeves Ave bus stop, near Rockdale train station, when he undid his belt shortly before 7am on March 12. Perrin then removed his shorts, sat on the floor and masturbated for an hour.

Several members of the public saw Perrin’s exposed genitals and reported his actions to the police.

When officers arrived, Perrin immediately stood up, dressed himself and walked through the train station onto Railway St.

Officers were unable to find him but obtained a photo of him from a member of the public, along with CCTV footage.

A public appeal for information was issued and Perrin attended Kogarah police station where he told officers he had been out to dinner and drinks with work colleagues the previous night.

He continued drinking into the night at his boss’ house, leaving about 2am before he walked home via the train station.

Perrin told officers he did not masturbate or take his clothing off at the station but when he saw CCTV footage he said, “that’s not me, I’ve never done that before, but that is me”.

In court, his lawyer Wayne Pasterfield said his client had no recollection of the incident or the night from 12am to the morning.

Mr Pasterfield said Perrin’s actions could likely not be explained by just consuming alcohol and suggested he may have inadvertently consumed illicit drugs.

He said by the time Perrin was made aware of his actions, it was too late to be tested for illicit drugs.

Mr Pasterfield said Perrin’s marriage had broken down, he was not allowed to contact his two children, he was stood down at work and was living in a cabin in a caravan park as a result of the charge.

He said Perrin had suffered an “extremely high level of embarrassment” and when he saw the CCTV it made him “sick to the stomach”.

Magistrate Hugh Donnelly said Perrin’s actions were “inexplicable” and the conduct had to be denounced by the court due to the length of the offending.

He accepted Perrin immediately turned himself into police when he saw a photo posted on Facebook, and “accepted responsibility”.

Mr Donnelly took into account Perrin’s personal circumstances and accepted Perrin was a person of prior good character with no criminal history, adding he was a low risk of reoffending.

Perrin was convicted and placed on a 12-month conditional order where he must report to community corrections and undertake alcohol counselling if advised.
