A builder busted by police with seven bags of cocaine during a “dial-a-dealer” crackdown in the eastern suburbs has narrowly avoided being sent to prison.

Joseph Czuper, 25, who also goes by the name Joseph Kayem, was one of four drug dealers arrested and charged by police for supplying cocaine across the eastern suburbs on Saturday, July 7.

“Police were conducting Operation Express to target the supply of prohibited drugs, namely dial-a-dealer cocaine suppliers in the eastern suburbs,” the agreed facts read.

He appeared in Waverley Local Court on Tuesday and was sentenced after being caught with seven bags of cocaine.

Police became suspicious of the Airds man when they spotted him seated with a passenger in a parked rental car in Bondi Beach on the evening of July 7.

Police followed him to Woollahra and pulled him over in the rental after he changed lanes quickly without indicating.

“While speaking with the accused police observed him to open his mobile phone and begin shutting down applications,” the agreed facts read.

“Police saw one of them to be Wickr which is an encrypted message service which police are extensively familiar with being used in the supply of prohibited drugs.”

He was asked twice if he was carrying anything illegal at which point he pulled out a plastic sleeve from his pocket, which contained seven separate bags of cocaine weighing 5.91g.

Police also found $750 in cash in his possession which was seized.

Magistrate Clare Farnan said she was shocked at the number of drug dealers coming before the court.

“There is clearly a huge problem in this community of people driving around and selling people cocaine.”

He was sentenced to a term of imprisonment of seven months to be served by way of intensive correction in the community, having previously pleaded guilty to supply prohibited drug and deal with proceeds of crime.

Mr Czuper was also ordered to complete 50 hours community service work and to abstain from drugs.

His defence said Mr Czuper had a history of substance abuse and he regularly used cocaine between the ages of 19 and 23.

His defence said, at the time of the offence, he had relapsed and was dealing drugs to pay for his drug addiction.

“He racked up a significant debt and that unfortunately has been the catalyst for this type of offending which sadly is the case for many young offenders.”
