Penway Place, Penrith: High-rise tower plan set for changes

A huge development planned for a western Sydney CBD is set to include two towers offering hundreds of homes. But that’s not all being planned as part of the project.

Developer TOGA has resubmitted plans for a high-rise residential building with two towers in the middle of Penrith’s CBD.

The original plans were approved last year, but TOGA has taken advantage of Penrith Council’s LEP amendment to make some changes to the $114 million design.

“TOGA has revisited the design of Penway Place and as such is proposing to deliver 356 apartments across two buildings,” a TOGA spokeswoman said.

“Penway Place supports the council’s strategic growth plans as the area transforms into Sydney’s third CBD, with more than 60,000 new residents expected to move in by 2031.

“Penway Place is one of the first parts of the council’s wider plans to improve the amenity, community, and lifestyle offerings for Penrith, supporting the city as it transforms into a vibrant metropolitan destination.”

Planning documents show the new plans would have one 14-storey tower with 81 apartments and another 37-storey tower with 275 apartments that would soar almost 150 metres into the air.

The facility would also have basement carparking, a five-storey podium with business and commercial tenancies, and would require the creation of a new public road.

A TOGA spokeswoman said there would be an “increased range of public facilities” in the new plans.

“The precinct will feature a 1000 sqm public plaza and retail precinct, which will bring exciting new food and dining options to the area,” she said.

“It will also include barbecue facilities, a rooftop terrace, and the new inclusion of a pool for residents.”

The two residential towers will include 37 one-bedroom units, 77 one-bedroom units with a study, 133 two-bedroom units, 68 two-bedroom units with a study, and 41 three-bedroom units.

The amended plans come as an application for a similar development just down the road has been submitted to the council.

Urban Property Group has resubmitted plans for a 46-storey mixed-use tower in the heart of Penrith’s CBD - opposite Penrith Council chambers.

The plans were originally lodged in December last year, but were rejected by the council in January due to incorrect paperwork.

If the $110 million plans are approved by the council, the tower could rise almost 180 metres into the Penrith sky, more than 30 metres higher than Penway Place.
