A luxury hotel in Sydney’s west is getting fitted out for a new bar and cafe amid plans by the local council to revive the night-life scene and transform the economy.

A luxury hotel in a western Sydney CBD is getting a new bar and cafe amid plans to revive the area’s night-life scene.
The Astina Hotel on Woodriff St in Penrith lodged plans to fit out an empty space on their ground floor into a cafe and bar in July 2023; and finally got the stamp of approval on May 15.
The new venue, named in court documents as the Astina Lobby Cafe and Bar, is proposed to include indoor and outdoor seating and open from 6.30am until midnight Sundays to Wednesdays, with a closing time of 2am on Thursdays to Saturdays.
Planning documents state the new venue, which will fit 150 people, would be a “contemporary night-time venue”.
The new cafe and bar will complement the hotel’s existing rooftop bar Theo’s.
The project is estimated to cost $198,000.
It comes after Penrith Council moved to publicly exhibit their draft plan to convert Penrith and St Marys’ economies to 24 hours during a council meeting on April 28.
The draft plan proposes ways to support emerging 24-hour economies – which refers to businesses operating around the clock – in Penrith and St Marys, in preparation for a projected population and visitor boom following the opening of the Western Sydney International Airport.
The report listed six priorities council intended to adopt to help bolster the economic transformation, including facilitating “vibrant precincts” with night time activity, co-ordinated planning, strong collaborations with businesses, building the city centres’ reputations as “night time destinations”, developing Penrith’s neon grid by ensuring easy travel to and from social hubs and creating a leading night-time economy.
The draft plan will remain on public exhibition until June 13.
