BaptistCare seniors housing plans for Carlingford

Fresh details for a vast seniors complex in Sydney’s northwest branching off one of the city’s busiest roads have surfaced. See the plans.

Planners insist the multistorey BaptistCare seniors housing complex slated for Carlingford will have “minimal’’ traffic impacts despite its proximity to the heaving Pennant Hills Rd.

The NSW Planning Department is assessing the project, which will include a residential care facility, independent living units and a respite centre for over 60s at 1 Martins Lane and 3A Homelands Ave.

The residential aged care section will have 96 single rooms, a cafe, salon, gym and multipurpose rooms.

The independent living area will have 66 two bedroom and 64 three-bedroom units, a library,

cinema, function room, gym, hairdresser and beautician.

The respite centre will house an office, activities and function space, and a dining area.

There will be a 274-space multideck carpark on the 1.9-hectare site, which is forecast to generate 500 extra vehicle movements a day.

The arterial Pennant Hills Rd is 100m away and already has a 27,000-vehicle traffic flow daily but an environmental-impact statement for the development said the 500 extra movements were expected to represent an increase of less than 1 per cent because trips would disperse along Martins Lane and north or south along Adderton Rd.

The document states the project is expected to generate 93 vehicles during evening peak hour and would have “a minimal impact on the overall operation of Pennant Hills Rd and the traffic signals at Adderton Rd’’.

“It is considered that the proposed development will have a minimal and acceptable impact upon road safety in the vicinity of the site,’’ it states.

The complex will be about 750m or a 10 minute walk to the Carlingford stop when the Parramatta light rail opens next month. .
A regular daily shuttle bus for residents to reach services and shopping centres will be provided.

The document also states the apartments would meet expected market demands for seniors housing.

“The proposed contemporary and modern built form and urban design will significantly improve the quality of seniors’ housing stock within the City of Parramatta LGA,’’ it states.

“The proposal is for seniors housing that will allow for existing and future residents to age in place with services and facilities on site to meet the needs of the community, including a respite centre.’’

The project is expected to generate 551 jobs during construction and 142 once it is completed.
