$38m Granville mixed-use development to ‘increase housing choice, affordability’

Plans have been unveiled for a $38 million mixed-use building in Granville which aims to “increase housing choice, affordability and social mix”.

Local businessmen Mohammad and Wassim Hijazi have sent plans to Parramatta Council for a “lot consolidation” of 11-17 East St and 8-12 Cowper St, where the existing light industrial buildings will make way for an 18-storey development.

The development application for the 2352sq m site includes 116 apartments, 53 boarding house units, four commercial tenancies and ground-level retail (including a cafe), along with 159 carparking spaces.

“This will ensure that Granville maintains its … social diversity and increase housing choice, affordability and social mix,” the proposal said.

“The development will be supported by … high-quality social infrastructure services and facilities, including public transport and those that exist within Granville Town Centre.”

The boarding house will “accommodate a total of 106 lodgers”, plus a manager’s residence, in double-occupancy rooms.

“(This) component of the development will be contributing towards increasing valuable affordable short-term accommodation within Parramatta,” the proposal said.

“Tenants include single retirees, working singles, disabled tenants, students from outside of the Sydney metropolitan area and young couples.”

Of the 116 apartments, 25 are adaptable and 12 meet the silver-level liveable housing standard.

Public submissions on the development application are open until December 12 and the proposal will be determined by the Sydney Central City Planning Panel.

It follows the three-tower development at 34-42 East St, where there is a push to increase building height limits to 82m, just above the 80m recommended under the Parramatta Road Corridor Urban Transformation Strategy.
