Video: Four level shop, unit complex planned for Mosman town centre

A row of popular shops in the Mosman town centre is set to be demolished to make way for a new high rise retail and apartment complex. See the video of the plan.

Real estate agents are rallying behind plans to transform a strip of shops in the Mosman town centre into a multistorey retail and unit complex after plans sparked a string of objections from residents.

Heaton Group and The Peterson Group have lodged a $8.9 million application to turn three buildings at 171-179 Avenue Rd into four levels of shops and apartments.

The development, opposite Mosman High School, would include basement carparking, four ground level retails tenancies and 12 units in the upper levels of the building.

The application stated the 14m tall development would address housing demand in on the lower north shore and “enhance” the village atmosphere of the shopping area.

But the proposal has been met with a mixed response from residents with concerns over potential noise, traffic, privacy impacts and a three metre breach of existing height limits.

Adjacent property owner Olivier de Laet said he was “shocked by the scale and non compliance to floor space ratio (and) the height of the building”.

“(The) proposed development seems to be out of character and scale with surrounding buildings and would definitely look completely out of character in the middle of the historic Mosman village,” he said.

A total of 27 submissions have expressed support for the project, including multiple letters from real estate agents.

“I realise that the people of Mosman are very anti-development however I think this is a great project and a good thing for the community,” Di Jones agent Piers van Hamburg said.

“Many local downsizers will be attracted to the development as it offers so much including security and access to shopping and transport,” Raine & Horne agent Nick Kingsmill added.

“Given the tough times we are in the more economic activity we can generate the better,” Bob St Julian said.

Plans show the project would involve demolishing existing shops including Il Perugino Restaurant, Four Frogs Creperie and 20/20 dry cleaning.

The application stated the owners of Il Perugino had intended to re-establish in the new development and “therefore the well-loved and popular local restaurant would remain”.

The heritage facade of 171 Avenue Rd would meanwhile be retained due to the development’s location within the Military Road Heritage Conservation Area.

Plans show there would be 17 carparks for residents, three for visitors and four spaces for the retail tenancies.

The application stated the project would have a net benefit to shops on Military and Avenue Rds due to an increase in residents.

“This is a very positive outcome for the area in terms of enhancing the viability and vitality of the local centre and maintaining active uses at street level,” the application states.

The proposal is currently under assessment by Mosman Council.
