Transurban chief executive Scott Charlton plans $5m rebuild of harbour Mosman home

The chief executive of toll giant Transurban has lodged a multimillion dollar plan to rebuild his harbourside mansion – just months after buying the property for $15.5 million.

The chief executive of toll giant Transurban has released a multimillion-dollar plan to rebuild his harbourside mansion on Sydney’s lower north shore.

Almost one year after forking out $15.5m for the Mosman home, Scott Charlton is embarking on a major development plan to knockdown the current building to make way for a new three-storey home overlooking Chowder Bay.

The $5.06m development would include a swimming pool, spa, lawn terraces, landscaping works, and an integrated double garage.

Plans lodged to Mosman Council show there would be dining areas, a gym, rumpus room, three bedrooms, ensuites, and outdoor decking with views across Sydney Harbour.

The plans come months after Mr Charlton announced he would be retiring as Transurban’s chief executive by the end of 2023.

Mr Charlton has served in the role for the last 11 years – in which time the company has secured operating and tolling rights for more than a dozen motorways including WestConnex.

Property records show Mr Charlton paid $15.5m for the Mosman property last year.

Plans state the development would be “very similar in height and overall scale” to the existing house it would replace.

The development would breach the council’s current 8.5m limit with a maximum height of 9.23m, which plans state was “due largely to the slope of the site”.

“It will maintain compatibility with the height and scale of dwelling houses in the area when viewed from the harbour and foreshores of Sydney Harbour and Chowder Bay,” the plans state.

“It has been carefully designed having regard to local amenity in terms of privacy and solar access and view sharing.

“Council can be satisfied that the proposal will be consistent (with the) protection and enhancement of views.”

The proposal remains under assessment by the council.

If approved, the development would also involve 3.1m excavation works for the lower ground level.

Mr Charlton declined to comment about the proposal.
