The building would be at the site of the former Pippies one, which had become dilapidated and will be demolished. Pippies closed early last year.

The Mosman Occasional Care Centre, which operates in the pavilion at Allan Border Oval, will move to the Balmoral one.

The pavilion is due to be redeveloped.

A council spokeswoman said the Balmoral site presented a unique opportunity for a best practice centre for almost twice the number of children that can be accommodated at Allan Border Oval.

The public can see the plans on the council website and give feedback until February 14.

The Mosman Local Planning Panel will decide whether to approve the application.
