Six-storey seniors living units, rooftop pool planned for RSL Lifecare in Narrabeen

A SIX-STOREY seniors living complex with a rooftop pool and recreation area has been proposed by RSL LifeCare in an expansion of its Anzac Village in Narrabeen.
Planning documents show a $47.8 million proposal to demolish 15 single-storey buildings containing 30 units to build 86 two-bedroom, 109sq m units for over-55s.
RSL Lifecare said the more than 11,000sq m development would help to meet an increasing demand for seniors housing.
“The proposal will provide a high-quality, high-amenity, well-designed seniors housing development that has been formulated over several years,” a report submitted to Northern Beaches Council said.
“The proposal is compatible with the existing and emerging built form of the village and has full and proper regard for the relevant planning controls, the constraints and opportunities of the site, and existing development on neighbouring properties.”
An RSL Lifecare spokesman said the units would allow for more variety throughout the village, which would have free standing homes and villas.
Primary vehicle access would be from Edmondson Dr. An extra 208 parking spaces would be added to the site which would be 20.45m above ground level at its highest point.
“The development will result in an increased floor area and built form on the site which is intended to integrate with and complement the adjoining, recently developed Gallipoli Centre,” the report said.
The council’s acting planning manager Melissa Messina said there was no “height limit measured in metres”.
“The development control plan requires that future development will respond to the visual prominence of this site by keeping buildings below the predominant tree line when viewed from the Narrabeen Lagoon viewing catchment,” she said.
“In the pre-lodgement meeting, council advised that the height should be reduced to meet the intention of the development control plan.”
The six-storey height is offset by the fact it is downslope of the highest part of the village.
“This results in the overall height of the proposal being less than existing development on the site and thus resulting in a reduction of the visual impacts of bulk and height when viewed from outside the site and from the foreshores and parklands,” the report said.
“The proposed seniors housing development will provide a high level of amenity for future residents, without diminishing in any unreasonable way the amenity of existing residential properties or future residents on adjoining or nearby sites.
“The proposal also exhibits a high quality of design, with a well-considered active connection to the surrounding development and the future sustainability village.”
The application will be determined by the Sydney North Planning Panel as it is over $20 million.
