Middleton Grange: Liverpool Council defer plans which would see KFC, service station demolished

A KFC restaurant and service station will be demolished and replaced by a two-storey specialty retail complex pending council approval.

Plans are before Liverpool City Council to rezone 368-370 Cowpasture Rd, Middleton Grange from general residential to a B6 enterprise corridor, which allows for a mix of business and commercial uses, were debated at a recent council meeting.

If approved, the plans would see the demolition of the existing BP service station, convenience store, KFC and Pizza Hut.

Planning documents state the proposal, which would see maximum building height for the site go from 8.5m to 15m, would lead to “economic benefit including employment generating uses and growth” for Middleton Grange residents.

Documents lodged with council state the site’s continued use as “local retail offering is of high strategic value within an area earmarked for significant population growth and development.”

Under the proposed plan, 106 jobs are expected to be created during the construction phase and 52 once completed – while the current businesses employ an estimated 60 full time and part time jobs.

Liverpool City Council agreed to defer its decision and conduct further inspections due to the site’s proximity to residential areas.

Liverpool mayor Ned Mannoun said he didn’t “understand the economics” behind knocking down the existing businesses as the land is already developed.

Councillor Peter Harle raised concerns about traffic congestion, as the site is located adjacent to Cowpasture Rd and exits and entries to the M7 Motorway.

“We have major traffic problems because of the KFC and the service station as people from Carnes Hill are going to it then doing illegal U-turns,” he said.
