Leppington planning proposal: Residents react to Camden, Liverpool council draft plans

A bold plan to transform Leppington into a hybrid 10-minute neighbourhood, featuring a health and education hub with buildings standing up to 28 storeys tall, has sparked mixed reaction in the community.

A bold plan to transform Leppington into a hybrid 10-minute neighbourhood featuring a health and education hub, featuring towers between 12 to 28 storeys, has concerned residents touting the proposal as a “future ghetto”.

A joint vision devised by Camden and Liverpool councils, now on exhibition, plans to deliver 11,000 new homes, generate 11,000 new jobs in a 20-year period.
All new homes are planned to be built within a 10 minute walk from the future town centre.

The Leppington proposal also included 150,000sq m of retail, cultural and entertainment space, and more than 230,000sq m of commercial, health and education floor space by 2041.

The plans, which includes a maximum building height of also included two town squares to the north and south of the rail station and the two councils project for more than 40ha of open spaces including two off leash dog parks, walking and cycling tracks, and two 3ha parks.

A regional 5ha indoor recreation and aquatic facility has also been proposed which would include an aquatic centre and indoor soccer and tennis courts.

School Infrastructure NSW advised planning is underway for a new high school adjacent to the existing Leppington Primary school, a new primary school north of Bringelly Rd, a selective high school and the expansion of Leppington Primary school.

Additional social-infrastructure priorities for the Leppington Town Centre include an integrated healthcare hub to the north of the train station and a potential police station “may be required as the population grows”, planning documents state.

Despite the announcement, residents have complained the plans “sound more like sardine housing”.

“Shoebox homes in new emerging ghettos,” one resident commented about the plans on social media.

“This is ridiculous, how many places need to be built out this way when there is no infrastructure to accommodate these homes,” another person wrote.

Community campaigner Michael Andjelkovic welcomed the new development into Liverpool’s “big growth centre” but held concerns Liverpool Council wouldn’t cope with the various development applications.

“Liverpool is the slowest in processing their development applications and I hope that doesn’t create problems,” he said.

“Building city centres around the new stations is a great idea and I think Ed Park has been a shining example of what can be achieved but there’s still a long way to go.”

He said infrastructure had “always been a problem in the area” and the community had to fight for years for multi-level carparks at Edmondson Park – which have since been approved and built.

“Leppington faces the same problems … We need to make sure more schools are built to help cope with the influx of population.”

Leppington MP Nathan Hagarty said the proposed plans reflect “Leppington’s status as an important strategic centre”.

“This is an important step in the process of building Leppington into a vibrant and welcoming community,” he said.
