Tian An’s plan for Vision Australia site at Enfield refused

Property developers who wanted to build 183 units at the former Vision Australia site at Enfield may have to go back to the drawing board after a unanimous decision against the plan.

Property developers who wanted to build 183 units at the former Vision Australia site at Enfield may have to go back to the drawing board after a unanimous decision against the plan.

The management of Tian An Australia first filed rezoning plans in 2017 with Burwood Council for the property at 4 Mitchell St, which were later revised.

The four-storey building was home to Vision Australia, prior to its move to Parramatta.

Tian An’s design included a ground level cafe in a building that was to be, in some parts, six-storeys.

Burwood Council officers did not endorse the plans and the state government-appointed Joint Regional Planning Panel refused them last month.

The five panellists all voted against the proposal.

There was merit in providing homes at the site, as it neighbours Henley Park, according to the record of the decision published on the panel’s website.

However the building designs should not exceed four-storeys, according to the panellists.

Enfield was distant from train stations and not a strategic centre, they wrote.

While Tian An said its project would provide housing diversity, the panel noted only units were proposed.

Some townhouses should be provided, according to the panellists.

Tian An could appeal the decision in the courts, or submit new plans.

A spokesman for Tian An declined to comment.

A spokeswoman for Burwood Council said the organisation welcomed the panel’s decision.

“For years, the residents in Enfield have voiced their distress and concern about overdevelopment in the area,” she said.

“This is a great win for the local community in protecting the residential character of the area.”
