Inner West Council officers have reviewed the most recent iterations of the plans and recommended the state government-appointed planning panel approve them at its Thursday meeting, subject to some technical conditions.
Developer Deicorp is helping the club with the project, which would see the current RSL building replaced with 108 homes.
The club’s main carpark would be demolished for three buildings of 50 homes.
A third site, at the corner of Trafalgar St and Fisher St, would be home to the new club. It will only occupy one level of its building, with homes above.
The number of gaming machines will not be increased from 250.
The third site would have 196 homes, and the tallest buildings in the project, which will stand up to 11 storeys.
Deicorp director Fouad Deiri has described the area as a ghost town at night, and said the plans would bring life to the area.
Deicorp and the club will each own a number of homes, which will give the latter a new source of revenue.
The council officers in their assessment said the plans generally complied with planning laws and the development control plan (DCP).
They said they could accept variations from the rules which included building heights, floor space, parking and setbacks.
There were 179 submissions received from the public during the latest round of consultation. However, 173 of these were supportive, according to the council.
The plans are accompanied by a $10.5 million voluntary planning agreement.
This would give the council six affordable housing units, 24 public parking spaces and $3.5 million to improve community facilities.
The panel will have a public meeting to consider the plans at the Fraser Suites Sydney at 9.30am.
