Mulpha Norwest Circa precinct: Panel approve commercial development
Plans for a commercial hub in Sydney’s north west were rejected by a planning panel several months ago, however, an appeal by the developer has led to the decision being overturned.

Developers behind a $53 million proposal for a commercial hub in a booming northwest Sydney business park have had a recent rejection overturned by a NSW Planning Panel.
Mulpha Norwest submitted a development proposal for a seven-storey commercial building at 8 Elizabeth MacArthur Dr, Bella Vista, in March.
Following a recent rejection by the Sydney Central City Planning Panel, the developers submitted an appeal, which was successful this week after panel members overturned the decision to approve the commercial hub’s development.
Mulpha’s Circa Precinct is part of its plans for a $3 billion transformation of Norwest into a mixed-use ‘smart city’.
Mulpha Developments executive general manager Tim Spencer said: “The Bond aims to

The development will comprise of a ground floor retail and co-work lobby environment, six floors of commercial office building and a childcare facility to cater for 110 children.

and world-leading innovation enterprises,” Mr Spencer said.

The Bond, located on the corners of Elizabeth Macarthur and Norbrik drives, will be a
landmark timber building at the gateway of Norwest’s Circa precinct, adjacent to the
heritage-listed Bella Vista Farm and connected by on-demand shuttle buses to the new
Metro stations at Norwest and Bella Vista.
