Western NSW child abusers convicted for sick acts

After facing the music for committing disturbing child sexual abuse, the stories of child abusers convicted in court have outraged residents in the state’s central west.

More alarming stories of western NSW child abusers caught out by police, or reported by brave victims, were aired in courts across the state throughout 2021.

While some can be named, many can’t because of orders imposed in some courts that are designed to protect victims.

These are some of the most disturbing offenders who received convictions for their vile acts in the state’s central west.

A man who was entrusted to care for children while another adult played bingo confessed to getting erections while giving “horsey rides” to one young victim.

The 34-year-old received four convictions for indecently assaulting a child and one conviction for intentionally sexually touching a child aged between 10 and 16 when he was sentenced in Dubbo Local Court.

Court documents state the man told the child’s parent “when you used to go to bingo on Wednesday nights when I had the kids, I used to give (the victim) horsey rides on my lap until I got an erection”.

“I’d put (the victim) down and go into the bedroom and masturbate,” he said.

According to court documents, the child was aged about five or six when the man assaulted them between 2009 and 2011.

Despite the disturbing confession, court documents state the child’s parent began to trust the man again but his sick habits never changed.

In 2018, he asked the child if they wanted a massage, put his hands down their back and removed pyjama pants before he squeezed the child’s bottom and took a photo with his phone.

After his arrest in 2019, court documents state the man told police he was “turned on” by the child.

Magistrate Brian van Zuylen said the man, who had no criminal record, was entitled to a 25 per cent discount on his sentence for pleading guilty early.

The man was convicted and sentenced to two community corrections orders.

WARREN GRANDFATHER, 64

A man who used lollies to entice children to expose themselves to him was sentenced to 11 years behind bars after receiving convictions for having sexual intercourse with a child under 10 and 10 counts of intentionally sexually touching a child.

The District Court at Dubbo heard the 64-year-old grandfather from Warren first targeted the daughter of one of his friends.

She was aged about eight or nine, sometime between 2013 and 2015, when the man touched her breast while she was drawing and said “does this feel good”.

The court heard in 2019 the man targeted another two girls under 10, including his own granddaughter.

He purchased lollies and gave them to the girls after they agreed to expose themselves to him, the court heard.

One one occasion, the man engaged in a sex act with his granddaughter in his lounge room.

Judge Nanette Williams said the man had “a lack of understanding about sexual norms in a civilised society”.

After the court heard the man continued to target a child after being caught, Judge Williams said he showed “a staggering boldness and complete disregard for the fact his criminal behaviour had been exposed”.

He could be eligible for parole in May 2026.

DUBBO TRUCK DRIVER, 32

A man who got into bed with a scared young girl, took off her underwear and asked her to let him “look at something” was handed an eight-year prison sentence after being convicted of having sexual intercourse with a child aged under 10.

After he had intercourse with the girl sometime between 2016 and 2017, the District Court at Dubbo heard the man told her not to tell anyone because he could go to jail.

In 2020, the girl broke down and had a traumatic flashback when the man returned to her room to look for a cat.

Court documents state the girl said “I remember what you did to me” to the man.

“I want to tell mum, I hate keeping secrets,” she said.

After police arrested the man he claimed he was addicted to methylamphetamine when he committed the crime.

Judge Nanette Williams said the man’s claim he was in a “dreamlike” state high on ice when he had intercourse with the child was designed to deflect blame away from him.

“Moreover, I find that there were inconsistencies in his account, particularly that he was acting in a dreamlike state at the time of the offending, but nevertheless engaged the victim in a pact of secrecy the very next day, warning her that if she disclosed the sexual activity he would go to jail,” Judge Williams said.

“I do not accept that he was acting in a dreamlike state.’”

The man will remain behind bars until at least 2025 when he could become eligible for parole in 2025.

RODNEY SIPPEL, 64

A Narromine man was jailed for two acts of historical child sex abuse which a court heard, left his victim with a lifelong fear of affection from men.

Rodney Charles Sippel, 64, committed the offences at a home on the Mid-North Coast 30 years ago.

Kempsey Local Court heard he indecently assaulted an eight-year-old child by touching her genitalia.

When the girl was 10, the court was told Sippel put his hand inside her underwear while she slept.

After the girl woke, Sippel told her she was having a dream.

When the girl became a teenager she mentioned the crime to a teacher and it was reported to police.

The court heard Sippel denied wrongdoing and the victim was forced to apologise to him.

Magistrate David O’Neill said “the injury and emotional harm and damage caused to the victim is very significant”.

“(She was put) in a horrendous position having to apologise to him for accusing him,” Magistrate O’Neill said.

“But she was not a mere accuser, she was a victim telling the truth. Various people told her to get on with life or that she wasn’t telling the truth or that it did not happen.”

Sippel was convicted of indecently assaulting a child, jailed and set to become eligible for parole in February 2022.

CENTRAL WEST MAN

A man from the Central West region was sentenced to a 16-month term of imprisonment after he received a conviction for intentionally inciting a child aged over 10 but under 16 to perform a sexual act on him.

Sydney Central Local Court heard the man was known to the child, who was aged 14 years and five months, when he made a call and asked the child to meet him for sex.

Crown solicitor Peter Low told the court the man was in the same social circle as the parents of the child.

“There was a telephone call made in circumstances to avoid detection and facilitate the offence,” Mr Low said.

“It is not an offence where the crown alleges the sexual act occurred.”

Details of the circumstances surrounding the crime have been suppressed after the man’s lawyer and the crown successfully sought a non-publication order to prevent the man, the victim and the location of the crime from being made public.

The man was convicted and jailed. He remains remanded in custody on unrelated charges.
