Operation Surge: Mark Timothy Manning, Mikayla Rosser and 24 others charged with various drug, firearm offences

More than 90 State Crime Command officers have descended on the state’s central west for a three-day blitz. Here’s what they found and who’s been charged.

Police have arrested dozens of people in the state’s central west while seizing weapons, illicit drugs and nearly $50,000 in cash during a blitz targeting regional crime.

A total of 26 people have been charged as as result of the three-day deployment, during which NSW Police executed 15 firearm prohibition order compliance checks.

More than 90 State Crime Command officers descended on Dubbo between Tuesday and Thursday to work with the Orana Mid-Western Police District, as well as police from Traffic and Highway Patrol, the Domestic and Family Violence Registry and the Firearms Registry.

Operation Surge, led by the Criminal Groups Squad, resulted in those arrested being charged with a combined 48 offences, including drug supply, domestic violence and traffic offences.

Officers also located and seized more than $49,000, three knives, and prohibited drugs including MDMA, methamphetamine, cocaine and cannabis.

Traffic and Highway Patrol officers issued 180 traffic infringement, six defect notices and conducted more than 300 random breath tests and 150 random drug tests.

Detectives – with assistance from the State Crime Command’s Raptor Squad – executed a search warrant at a home on Armstrong Cres, Dubbo.

During the search, detectives allegedly located and seized over $44,000 cash, 52 MDMA tablets cocaine, methamphetamine and cannabis.

The estimated potential street value of the drugs seized was more than $30,000.

The occupants, a 33-year-old man and a 27-year-old woman, were arrested and taken to Dubbo Police Station where they were both charged with prohibited drug supply, knowingly using home as drug premises and dealing with proceeds of crime.

Mark Timothy Manning and Mikayla Rosser both faced Dubbo Local Court on Tuesday, when they were granted strict conditional bail to appear again on July 3.

In a separate incident, detectives arrested a 35-year-old man in the Commercial Hotel car park following an investigation into alleged drug supply.

During the arrest, detectives allegedly located eight small bags of cocaine and more than $2000 cash in the man’s possession.

He was taken to Dubbo Police Station while detectives executed a search warrant at a Dubbo home.

During the search, an additional $3000 and cocaine were allegedly found.

All items have been seized for forensic examination.

Detectives charged the man with five counts of drug supply, drug supply on an ongoing basis and dealing with property of crime.

William Duncan faced Parramatta Local Court on Wednesday, when he was granted conditional bail to appear at Dubbo Local Court on July 17.

In another incident, detectives with executed a firearm prohibition order at a home on Topaz Ave, Dubbo, just after 8am on Wednesday.

No firearms were found, but a 56-year-old man was arrested for allegedly breaching an apprehended violence order (AVO).

He was taken to Dubbo Police Station and charged with contravening an AVO in relation to domestic violence.

The man was due appear in Dubbo Local Court on Thursday.

Detective Superintendent Jason Box, the commander of State Crime Command’s Criminal Groups Squad, told media drugs were prevalent in both metropolitan and regional areas.

“This operation has been extremely successful … to ensure that the safety and protection of all the residents in regional areas is paramount.”

He said the operation would return to Dubbo, as well as other areas in the region.

Orana Mid-Western Police District superintendent Tim Chinn said the operation was largely “a proactive operation”.

“The community should feel safe knowing that the police are obviously there on a daily basis detecting and responding to crime, but also proactively looking for people who are committing crime whether it be obviously overtly or covertly.”
