Strike Force Gooroa: Debbie Ann Allan, 60, sentenced for drug supply

The first time drug dealer has been sentenced for peddling ‘ice’ and cannabis after a magistrate found she was “more than a street dealer”.

A 60-year-old woman with an almost unblemished criminal record has been sentenced for the ongoing supply of cannabis and `ice’ on the Central Coast.

Debbie Anne Allan, of Budgewoi, faced Wyong Local Court on Wednesday after pleading guilty to 15 counts of supplying a prohibited drug and one count of possessing a prohibited drug.

An agreed set of police facts states Tuggerah Lakes Proactive Crime Team officers launched Strike Force Gooroa in September 2021 to target “the ongoing supply of the prohibited drugs namely methylamphetamine (ice) and cannabis by a number of identified persons on the Central Coast”.

Police obtained warrants to intercept a number of mobile telephones, including Allan’s.

“Through monitoring these phone calls and physical surveillance investigators have identified both Allan and (a co-accused) as persons involved in the supply of prohibited drugs, predominantly methylamphetamine and cannabis,” the facts state.

The court heard Allan was intercepted organising the supply of drugs on 15 occasions between October 27 and November 11 before she was arrested during a series of raids across the Central Coast on December 16.

Police also seized 3.5g of cannabis from her bedroom during the search, which she told officers was for her own use.

Her Legal Aid solicitor told the court Allan had only one other matter on her criminal record from 2011 and helped care for her grandmother until her death late last year.

Allan’s solicitor said her client had a very difficult childhood and reconnecting with family during her grandmother’s passing, triggered painful memories which led her back to her own drug use.

However Magistrate Kirralee Perry “did not accept” Allan was only supplying drugs to fund her own use, given she also made some “profit”.

Magistrate Perry said Allan was also involved in setting prices with her upline supplier and “calling the shots for a lack of a better description”.

“Your role is more than a street dealer,” Magistrate Perry said.

“You were substantially involved.”

The agreed set of facts state Allan and her associates would use “coded conversations” to describe methylamphetamine including “eye”, “prawns”, the “fast one” and “bait”.

The court heard Allan had been in custody since her arrest and made admissions to police during a recorded interview however maintained she had only supplied cannabis.

Magistrate Perry sentenced Allan to 18 months jail with a non-parole period of nine months.

With time served she will be eligible for release on September 15.
