Public masturbator Phillip Jolly jailed: ‘I couldn’t help it’

A man has been jailed for masturbating at Gosford station, flashing at Watanobbi and even grabbing the crotch of a female Corrective Services officer.

Suddenly a new contender has emerged for the title of the Central Coast’s creepiest grub.

Phillip Warren Jolly will spend the next 12 months behind bars after going on a filthy rampage, which finally ended when he grabbed a female Corrective Services officer on the crotch as she tried to handcuff him in the cells.

The 44-year-old was convicted of five offences, including two counts each of sexually touching someone without consent and obscene exposure and one count of masturbating in public, when he faced Gosford Local Court on Tuesday.

“The train stopped and the doors opened; however, the accused did not step off the train, instead he took a step back and let the victim pass him,” the facts read.

“As the victim passed the accused, the accused grabbed the victim on her buttocks as she alighted the train.”

The woman told police she felt “violated” and waited near an exit so she could get a better look at him to describe him to officers.

He later tapped off using an Opal card registered in his name.

A month later when Jolly was staying at a friend’s house on Cedar Close at Watanobbi, which backs onto Wyong Public School, he came to the front door smoking a cigarette and wearing nothing but a towel.

Between 12pm and 1pm on February 3, a neighbour looked outside and saw him “drop the towel and stand in the doorway completely naked with his penis exposed for anybody to see”.

She told police a child rode past on a bike at the time.

When police arrived they found Jolly wearing a pair of women’s tight shorts and a T-shirt. He told them the towel dropped.

The next day about 1.30pm Jolly was laying on the ground of platform 2 at Gosford Train Station with his shoulders propped up against a wall.

A man who knew him came around the corner and saw Jolly had the front of his pants down.

“The victim saw that the accused’s penis was flaccid and he was rubbing it with his right hand,” police facts read.

“During this time there were several people occupying the seats on platform one, directly opposite the area in which the accused was seated. One of the persons was a female in a knee length skirt.”

The victim said “what are you doing mate?” before getting angry at Jolly and telling him to “put your dick away”.

Police were called and after initially telling them his penis was hot and that he was holding it out to “stop sweating” he later confessed that he saw a woman on the other side.

“She had her legs open so I could see her underpants and she was showing her tits at me,” Jolly told officers.

“I couldn’t help it, I got sexually excited and started pulling myself.”

Two days later about 10am Jolly was in the holding cells at Gosford Court when a female Corrective Service officer asked him to put his arms through the slot so she could handcuff him.

“As he was being handcuffed he pushed his hands forward towards the victim’s crutch area, where the accused has touched the victim on the vagina through her clothing with his fingers,”

Jolly was sentenced to two years jail with a non-parole period of 12 months.
