Central Coast Council forging ahead with Winney Bay walk, Wamberal Beach works

Central Coast Council is forging ahead with long-awaited projects.

Ten projects have gone out for community consultation, from the Wamberal Beach erosion solution works to the Winney Bay Clifftop walk designs and Terrigal Lagoon trail.

Many projects have been put on hold due to council’s financial crisis, however council’s director of connected communities Julie Vaughan said community consultation was continuing.

“While council is currently focused on delivering essential services, we also have a number of projects we need to seek our community’s input on to ensure they meet our funding milestones or are ready for implementation or funding bids in the new year,” she said.

Interim administrator Dick Persson AM said while he was focusing on council’s financial situation, it was vital for the council to continue seeking community input.

Here is an update on the 10 community projects on exhibition:

Wamberal Beach protection and sand nourishment

It has been a long and stressful year for beachfront residents of Wamberal with severe erosion seeing parts of homes crumble into the ocean during July storms.

The disaster has reignited the debate among locals over the whether there should be a revetment at the popular beach. Some say it is vital for the protection of beachfront homes, while others say it will destroy the beautiful beach.

In January 2019, council voted to work with the State Government on designs for a seawall, however following the July storms the NSW Government Wamberal Seawall Advisory Taskforce was set up to provide advice and assistance to council in developing a long-term solution.

The first round of community consultation around is now open. The initial stage will enable council to understand what the community values at Wamberal Beach and drop-in sessions will also be held. The survey is open until December 8.

Winney Bay Clifftop walk concept designs

The issue of the Winney Bay Clifftop walk has been one of the most controversial decisions for the recently suspended Central Coast councillors.

Councillors voted to forgo the State Government’s $4.7m grant towards the project which included a cantilevered viewing platform.

Instead they decided to forge ahead with scaled down designs and community consultation is now open on three concept designs for the clifftop walk and four for the Captain Cook lookout.

Concept A includes a 2m wide pathway, realignment of the existing informal track, sandstone log retaining walls and a viewing platform.

Concept B includes a 2m accessible path, bridge, viewing platform and sandstone log retaining walls.

Concept C includes a 1.2m wide track, realignment of exiting pathway and sandstone retaining walls.

The concept designs also include new stairs and ramps to Captain Cook Lookout, replacement of the Captain Cook Lookout balustrade and a carpark upgrade.

Terrigal Haven, ex-HMAS Adelaide II mast monument

It’s been eight years since the Ex-HMAS Adelaide was scuttled off the coast of Avoca and it’s mast continues to gather dust at a council depot.

However there is movement with council set to submit a DA for the monument at Terrigal Haven on behalf of a community group.

The monument will be placed at “Broken Head”, above the dog leash area at the Haven.

The ship’s mast was gifted to the former Gosford City Council by the State Government after the ship was scuttled in 2011. The government has committed funding to the project, which will go before the Central Coast Local Planning Panel.

The community has until December 7 to comment here.

Terrigal Lagoon trail concept design

Concept designs for the highly-anticipated Terrigal Lagoon Trail are completed.

Council sought feedback on what the community wanted at the trail earlier this year and completed the design around the suggestions.

The trail will be on the southern side of the lagoon, bounded by Terrigal Drive to the south, Brunswick Road to the west, Florida Road to the north and Willoughby Road in the east.

The designs include a water watch platform near the Marine Discovery Centre along with potential viewing platforms and bridge crossings.

The initial stages of this project are jointly funded by council and the State Government.

The community has until December 7 to comment here.

Tuggerah Lakes foreshore restoration works

Council is carrying out saltmarsh rehabilitation works around the Tuggerah Lakes.

The works are part of the $4.7m Tuggerah Lakes estuary and catchment health project funded by the Federal Government.

Nine key areas are set to be targeted over the next two years, with weeding and mulching to improve water quality in lake foreshore zones.

Suburbs included are San Remo, Budgewoi, Rocky Point, Toukley, Tacoma, Tuggerawong, Lake Munmorah and Buff Point.

Council is asking residents what they love about the foreshore in these particular areas and will notify local residents as their local foreshore comes up for design and rehabilitation. Check it out here.

South Eastern Park local playspace, Gwandalan

A new local playground will be developed at South Eastern Park on the corner of Fairwater and Peninsula Drive near the shores of Lake Macquarie.

This project will be funded from developer contributions with construction expected to begin in May 2021.

The major issue with this project is the protection of the natural ecological features of South Eastern Park which will play a role in the design.

Tunkuwallin Oval district playspace, Gwandalan

A new playspace has been earmarked for Tunkuwallin Oval as part of the Tunkuwallin Recreation Precinct Plan.

Construction is due to start in May 2021 with the project funded using developer contibutions.

A concept plan has been developed for an inclusive, accessible, safe, creative, challenging, enjoyable and sustainable playspace for a broad range of ages and abilities. It includes basketball courts along with open play spaces and seating.

Integrated Water Resource Plan

It has been 13 years since a thorough review was carried out on the Central Coast’s long term water security.

Since then there have ben significant changes in environmental factors, water infrastructure, population along with recent drought concerns. This plan will secure the coast’s water supply into the future.

In late 2021 a draft the Integrated Water Resource Plan will be published for final community feedback. The plan will eventually be called the Central Coast Integrated Water Resource Plan and will work in with the Hunter Water and the Department of Planning Industry and Environment. Have a say here.

John Pete Howard Reserve, San Remo

The tired old playspace at John Pete Howard Reserve is due to be replaced and council is planning to upgrade it to a larger, safer, accessible and more inclusive playspace.

Construction is set to start in April 2021 with the project funded through developer contributions.

Council has developed an online survey for community input which is open until December 7. One the community has had its say, designs will be completed. Have a say here.

Warnervale District Contributions Plan

Council is reviewing its contributions plan across the coast which includes an update of land valuations, infrastructure needs and the cost of road works.

A draft plan has been prepared to manage development contributions in the Warnervale District. The draft plan will replace the current Warnervale Contributions Plan.

This plan includes the suburbs of Warnervale, Woongarrah, Hamlyn Terrace, Wadalba, Halloran and parts of Wyong, Jilliby, Kanwal, and Wallarah.

The plan is available for comment until December 7.
