An Oaks Estate man will most likely miss the birth of his child after allegedly holding a five-hour siege and threatening to kill his neighbours.

Jordan David John Westin pleaded with magistrate Glenn Theakston to grant him bail after specialist police were called in to negotiate his surrender at his Oaks Estate flat on Thursday night.

Police facts tendered to the ACT Magistrates Court on Friday retold the “bizarre” allegations which began at 4.20pm, where police say Westin walked around his unit building’s car park threatening to kill other residents.

He briefly went back to his flat before he returned while allegedly wielding a large knife attached to a hammer and continued his violent threats.

Officers rushed to the scene when Westin allegedly “barricaded himself” inside the apartment with two women.

Police allege they negotiated with Westin however he refused repeated directions to leave his unit.

The alleged siege ended at 9.43pm when the 37-year-old surrendered, with the police tactical response team aiding with the support of police negotiators.

Defence lawyer Jeremy Banwell told the court on Friday there was a dispute in the police facts, and was instructed by Westin that his partner was actually threatened by a member of the community.

Mr Banwell said the Oaks Estate man had ongoing communication with officers during the alleged incident and believed he did not allegedly possess a knife in a public place.

The court heard Westin’s partner was due to have their child in six weeks, with the 37-year-old willing to abide by bail conditions to see the birth of his child.

Mr Theakston however refused the Oaks Estate man’s bail over the “bizarre allegations” and cited a “long history of violent offences” and the fact the 37-year-old smoked “20 bongs” the day of the alleged siege.

Westin disregarded his lawyer’s instructions to not speak and continued to plead his case to Mr Theakston, and pointed to a journalist in the public gallery and urged his partner to talk to him about their version of events.

His charge of possessing an offensive weapon with intent was adjourned to September 28.
