What to do if you think a child is being abused

A former Southern Highlands private school teacher charged with 16 counts of child sex abuse has appeared before a court which was told another prosecution witness has come forward.

Brian Walter Napper, 75, appeared at Moss Vale Local Court on Monday, and has not yet entered pleas to the slew of charges which allegedly involve three former students from the 1980s.

His charges include two counts of indecent assault of a person under authority under the age of 16 and one count of homosexual intercourse by a teacher of a pupil.

According to police allegations contained indocuments tendered to the court, the ex Chevalier College teacher committed the alleged acts in a six-month period between January 27 and June 30, 1989.

Police claim the alleged victim was 13 years old at the time when the Lakemba resident – his then schoolteacher and maths tutor – touched his penis and testicles twice in both Moss Vale and Burradoo (where the school is based), as well as sexually assaulted him in Burradoo.

Police previously alleged Mr Napper also sexually assaulted a 14-year-old boy four times at an undisclosed location in Mittagong.

They claim Mr Napper twice stroked the student’s penis and twice masturbated him, an act which they allege he repeated the following year when the student was 15 years old.

According to police, Mr Napper allegedly incited the then 15-year-old student to masturbate him on another occasion.

The sexual assaults with the boy were then escalated to sexual intercourse during the same year, and again the following year, according to police allegations.

Police also claim the former teacher sexually assaulted another male student on five occasions in the 1980s, four of which allegedly occurred in a three-month period.

According to police, Mr Napper sexually abused and incited the 15-year-old male student to masturbate him in an act of indecency.

They allege four of the offences took place in Moss Vale and the final assault occurred in Burradoo.

Following the claims coming to light, Mr Napper was arrested at 10.15am on January 18 after an investigation by the Southern Highlands Police. He was granted bail due to his age and health, court documents reveal.

On Monday, lawyer Sam Rowland said that a brief of evidence had been served last week for the most recent three charges involving the third person.

Though it was also revealed a new statement from another witness had been entered for the three charges and additional time was being sought to corroborate the statement.

The case was adjourned to September 5 for charge certification.

Mr Napper will remain on bail for the 16 charges.
