Seven Hills library, community centre plans revealed

A multimillion library and community centre are planned for the heart of an ‘underdeveloped’ part of a western Sydney suburb and growth hotspot.

An “underdeveloped” part of Seven Hills is set for a transformation after $36m was pledged towards a community centre, library and play spaces through a major $400m windfall from the state government.

The Seven Hills Community Resource Hub will be constructed on part of the existing commuter carpark in Boomerang Place and will provide “critical services to the community”.

Blacktown Council will deliver the project, which would be a “focal point for government and

non-government agencies” after it secured the funding as part of the government’s WestInvest program.

Along with the library and play spaces, there will be meeting and activity areas, and heat refuge and disaster recovery facilities.

The multistorey development has been designed for the community to participate in events that increase social cohesion, promote wellbeing, reduce social isolation and support the community’s health and wellbeing.

“The Seven Hills Resource Hub will transform an underdeveloped area to create a focal point for government and non-government agencies to provide critical services to the community,’’ council documents state.

“The proposed project will occupy a central location within the Seven Hills Town Centre and will provide the community with a key meeting place to learn, work and play.’’

It is understood the centre will occupy the entrance part of the carpark.

The project is part of a $400m cash splash for Blacktown under WestInvest funding, including

$77.2m for the Blacktown Aquatic Master Plan and $25.4m for Mt Druitt PCYC.

Under another key redevelopment, Walker Corporation will overhaul the Blacktown CBD with a $2bn project to rival Parramatta Square.

The development will stretch from south of Civic Lane towards Blacktown Workers’ Club on a block including the council’s Bowman Hall and a stretch of carparks.

“The need for this is clear – Blacktown City is home to a population of more than 400,000 people, and our council is planning to support one of the largest and fastest-growing cities in Australia,’’ Blacktown Mayor Tony Bleasdale said.
