The proposal seeks to transform the corner block at Newton Rd and Lancaster St through a top-shop development consisting of 74 units and street-level retail spaces.
Two detached homes and the Lancaster Street Fresh Fruit Market would be demolished to make way for the development, which would sit next to Blacktown West Public School.
According to a proposal from DFP Planning, the site would include two to four storeys of residential units above a supermarket and 12 groundfloor shops.
An application made to the council seeks to almost double the maximum building height at the site from 10 metres (three storeys) to 18 metres (five storeys).
“The five storeys consist of ground-level retail with shopfronts [facing] the streets and four storeys of residential apartments above,” planning proposal documents show.
“The proposal tapers down to four storeys then three storeys adjacent to the school.”
Plans include basement car parking for up to 234 vehicles and a loading dock for retailers.
