Jewel Village approved for iconic former Blacktown supermarket site
A multimillion-dollar mixed development, sporting more than 60 new apartments and a retail precinct, has been approved for construction at a former iconic supermarket in the heart of Blacktown.

A multimillion dollar retail and residential precinct has been approved for development at a former western Sydney supermarket site.
Jewel Village, a mixed use development featuring shops and residential living at 137-141 Newton Rd, Blacktown, was pitched to Blacktown Council by developer Tinesi Pty Ltd in late 2022, and has now been approved.
Plans state the development will be split between two distinct sections – “The Lane” and “The Residence” – with the former including a new supermarket, medical centre, chemist, and bottle shop, as well as a further 10 retail spaces featuring alfresco dining and underground parking for more than 200 cars.
The latter will include 64 new one, two, and three bedroom apartments across two to four floors.
The development is estimated to cost more than $29m.
The village is named after the 90s low-price supermarket chain Jewel Food Barn, and will be built where the Blacktown site once stood.
Jewel Food Barn was a then-revolutionary project which involved a full, market-style food sale system.
Shortly after the food barn opened in Blacktown in 1990, the company behind it went on to purchase another notable local retailer: Rainbow Supermarket at Doonside.
In 1995, Jewel Stores was sold to independent retailers and by 1998 the name was gone altogether, replaced by IGA.
A Blacktown Council spokesperson said the Jewel Village development application was approved through a Section 34 Conciliation Conference in the NSW Land and Environment Court on August 1.
This meant the development could not proceed until a 2.5 metre wide easement to drain through the primary school site next door was completed.
The developer has 24 months from August 1 to complete the work.
