Coronavirus: NSW Government to fast-track $7.5 billion in development

A $7.5 billion hit list of shovel-ready developments across the state have been fast-tracked by the NSW Government in an effort to restart the economy.

The list of 24 different multimillion-dollar developments — which include a series of schools, social housing developments and revitalisation plans for several town centres — will undertake a fast-tracked assessment process as part of the government’s new Planning System Acceleration Program.

The economy-booster, announced by Premier Gladys Berejiklian, Planning Minister Rob Stokes and NSW Treasurer Dominic Perrottet on Tuesday morning, comes just days after NewsLocal revealed the Urban Taskforce of Australia submitted a controversial list of $26.7 billion worth of proposals “stuck” in the planning system.

“By fast-tracking assessments, we will keep people in jobs and keep the construction industry moving as we ride out the COVID-19 pandemic and set our sights on economic recovery,” Ms Berejiklian said.

She said the list of works, which include the $4.6 billion Snowy 2.0 project, will create close to 9500 new jobs, drive more than 325,000 sqm of public open space and see the construction of more than 4400 homes.

Projects that will undergo the fast track assessment in stage one include the $303 million social housing development at Ivanhoe Estate in Ryde and $220 million Meadowbank Education and Employment Precinct Schools.

The Alex Ave Public School in Schofields, $1.49 billion Mt Druitt CBD and $16 million Bankstown revitalisations, as well as a series of multimillion-dollar commercial and residential housing projects in North Sydney were included on the list.

A series of employment estates in Camden and Campbelltown, valued at $25.7 million and $68 million respectively, were also included in the government’s fast track plans.

On the Central Coast the new Warnervale Public School will also undergo fast-tracked assessment, as well as the West Nowra Landfill Expansion in Shoalhaven. The University of Newcastle Honeysuckle Campus plans will also be fast-tracked.

Mr Stokes said decisions will be made on the first set of projects within the next four weeks.

“This will mean shovel-ready projects can get underway and the construction pipeline can continue to grow,” Mr Stokes said. “If approved, these projects will be a win-win for NSW: delivering jobs for today, and local community and business benefits tomorrow.”

“It’s important to note that this is not a green-lighting exercise, the same stringent checks, balances and community consultation that ensures transparency, public benefit and merit-based assessment of projects remain.”

Mr Stokes said for a project to be considered for a fast-tracked assessment, the development application (DA) or rezoning must already be in the system, deliver a public benefit, demonstrate an ability to create jobs during construction and once complete, be able to commence construction within six months or allow a DA to be lodged within six months.
